ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT FOR EXEMPTION FROM HOLTEC INTERNATIONAL CERTIFICATE OF COMPLIANCE NO. 1014 FUEL SPECIFICATION AND LOADING CONDITIONS AT ARKANSAS NUCLEAR ONE INDEPENDENT SPENT FUEL STORAGE INSTALLATION (TAC NO. L24954)
Dear Ms. Pyle:
By letter dated October 2, 2014, as supplemented October 14, and November 7, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession Nos.
ML14279A246, ML14289A239 and ML14311A121 respectively), Entergy Operations, Inc.
(Entergy), requested an exemption from 10 CFR 72.212(a)(2) and 72.212(b)(11), pursuant to 10 CFR 72.7. These regulations specifically require storage in casks approved under the provisions of 10 CFR Part 72, and compliance with the conditions set forth in the certificate of compliance for each dry spent fuel storage cask used by an independent spent fuel storage installation general licensee.
As part of its review of the proposed exemption, the NRC has performed an Environmental Assessment for the proposed exemption pursuant to 10 CFR 51.35. Enclosed is a copy of the Notice of Issuance of the Environmental Assessment and Finding of No Significant Impact regarding this action for your information and which has been forwarded to the Office of the Federal Register for publication. The NRC will notify you in a timely manner of our decision on this exemption request.
