OF NOVEMBER 25, 2014, MEETING WITH EXELON GENERATION COMPANY, LLC REGARDING ITS APPLICATION TO ADD A METHODOLOGY TO TECHNICAL SPECIFICATION 5.6.5 (TAC NOS. MF3359-MF3362)
On November 25, 2014, a closed meeting via conference call was held between the U.S.
Nuclear Regulatory Commission (NRC) staff and BNL staff and representatives of Exelon Generation Company, LLC (EGC). The purpose of the meeting was to discuss a license amendment request (LAR) submitted by EGC on December 19, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13354C045), for Dresden Nuclear Power Stations (DNPS), Units 2 and 3, and Quad Cities Nuclear Power Station (QCNPS), Units 1 and 2. The LAR proposes to add a reference to Westinghouse topical report, WCAP-16865-P-A, "Westinghouse BWR ECCS Evaluation Model Updates: Supplement 4 to Code Description Qualification and Application," to the list of acceptable methods for the Core Operating Limits Report in Technical Specification 5.6.5. With the application, EGC provided Westinghouse Report NF-BEX-13-143-P, "Quad Cities 1 & 2 LOCA [Loss-of-Coolant Accident]
Analysis for SVEA-96 Optima2 Fuel," Revision 2, as a representative analysis using the proposed new methodology. The meeting notice and agenda is available in ADAMS under Accession No. ML14324A139. A list of attendees is enclosed.
By email dated November 3, 2014, the NRC staff sent EGC a set of proprietary questions identified as a draft request for additional information (RAI). Prior to the meeting, the staff informed EGC that these questions should not be considered as an RAI, but will be used as points of discussion for the meeting. The staff and EGC personnel discussed each of the questions during the meeting.
A number of the NRC staff's questions concerned the applicability of parts of the analysis to DNPS. EGC clarified that the representative analysis was performed specifically for QCNPS, Unit 1, Cycle 23, which is the current fuel cycle. The staff indicated that a representative analysis may also be needed for DNPS. EGC stated that the representative analysis was not intended to be a bounding for DNPS. EGC stated it could provide information for DNPS to show that the analysis would have similar results.
EGC provided clarification on a number of specific technical questions regarding the representative analysis. EGC also stated that there is an error in Tables B-2 through B-6 of the representative analysis.
The NRC staff stated that it had determined that some questions were not needed. The staff stated that it is reconsidering the questions and is also considering if an audit would be appropriate.
