Yes,priortotheirinitialloading,Entergywillbeperformingaseriesonpreoperationaltests/internalpractices, oftenreferredtoasdryruns.Entergyhaselectedtodividetheprocessfordrycaskstorageintothefollowing fourdiscreteparts:
Part1WeldingandNonDestructiveExaminations(NDE)ofthemultipurposecanister(MPC)
Part2MPCFluidHandling(hydrostatictesting,blowdown,vacuumdrying,andheliumfilling)
Part3HITRAC/MPC&HISTORMStackupandMovingHISTORMtoISFSIPad Part4HITRAC/MPCplacedIn/OutofSpentFuelPoolandFuelloadinginMPCbasket(usingdummyfuel assembly)
Uponcompletionofthelicenseesinternaldryruns,anNRCobserveddryrunisconductedbythelicenseeto demonstratetheirproficiencyinthatgivenarea.OncetheNRCobserveddryruniscompletedforeachpart, thelicenseecanperformactualloadingoperations.TheNRChascompleteditsreviewsofPart1andPart2,as referencedabove.TheresultsofourreviewcanbefoundinNRCIntegratedInspectionReport 05000293/2014004andIndependentSpentFuelStorageReport07201044/2014002(ML14302A592).DryRuns Part3andPart4willbeconductedafterthelicenseehascompleteditsinternaldryruns.

Yes.Dryrunactivitiesandactualdrycaskloadingoperationscanbeperformedwhiletheunitisonline.
- 3. InresponsetoNRCsRAI,whatexactlevelofseverityearthquakewaspostulatedbyEntergyisitsanalyses?
Theanswercannotbelabeledproprietarywithastraightface.SomeoftheinformationinAttachment11 perhapsisproprietarybutcertainlynottheinputabouttheseverityofseismiceventandthebasisforthat assumption.NRCowesthepublicthatinformation.
TheanalysisthatyouarereferringtoisHOLTECreportHI2104715,Revision7,SeismicAnalysisoftheLoaded HITRACintheSFPandSFPSlabQualification.Currentlythereportisclassifiedasproprietaryandnotavailable tothepublic.However,NRCstaffisworkingwithEntergyandHOLTECtogetanonproprietaryversionthatcan bemadeavailabletothepublic.DuringpreviousNRCinspections(NRCReport05000293/2014003and
2 07201044/2014002)theNRCreviewedthecranefactorytestprocedure,electricalcalculation,overheadcrane evaluationunderrevisedloads,andthecraneseismicanalysis.Itwasverifiedduringtheinspectionandthe NRCsreviewofEntergyslicenseamendmentrequest(LAR)thatthereactorbuildingcranemeetstheNUREG 0554andASMENOG1requirementsandisqualifiedtotheOperatingBasisEarthquake(OBE)andSafe ShutdownEarthquake(SSE).Thisequatestoahorizontalgroundaccelerationsof0.08g(OBE)and0.15g (SSE).Thecraneisdesignedtomeetthesitescurrentlicenseddesignbasisseismicevent.

Recommendation:
Thepublichasmanyquestionsregardingthetransfertodrycaskstorage.Infact,PilgrimCoalitionhas scheduledapublicforumDecember10.HoweveritwouldmakethemostsensefortheNRCtohostapublic forumthatdescribeswhatisgoingonandanswersquestionsfromthepublic.NRCStaffareuphere.Sucha meetingshouldtakeplaceASAP(notThanksgivingweek)anditwouldservethepublicandNRCperhaps betterthansimplyacitizenhostedforum.
