Entergy Operations, Inc. (Entergy, the licensee), submitted a license amendment request (LAR) proposing a change to the Arkansas Nuclear One (ANO), Unit 1, Technical Specifications (TSs). The proposed change would allow for the 10-year frequency of the AN0, Unit 1, Type A, or Integrated Leak Rate Test (ILRT), that is required by TS 5.5.16, "Reactor Building Leakage Rate Testing Program," to be extended to 15 years on a permanent basis.
The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the information provided in your application, as supplemented, and determined that additional information is required in order to complete its review. The attached request for additional information (RAI) was provided to D. Bice on November 14, 2014, and a clarification call was held on November 18, 2014. Please provide a response to the RAI within 30 days of the date of this email.

In order for the U.S. Nuclear Regulatory Commission (NRC) staff to complete its review of the LAR, a response to the following supplemental request for additional information is requested.
RAI-SCVB-1. According to Section 9.2.3 of NEI 94-01 Rev. 3-A, please provide the following information for Type A tests conducted on April 16, 1992 and December 16, 2005:
(a) Upper Confidence Limit (UCL),
(b) As-Left Minimum Pathway Leakage Rate (MNPLR) for all Type B and Type C pathways that were in service, isolated, or not lined up in their test position (i.e., drained and vented to containment atmosphere) prior to performing the Type A test, (c) List all pathways and associated leakage rate that contribute to MNPLR in item (b),
(d) Performance Leakage Rate (PLR) (= UCL+MNPLR),
(e) Determine if the Type A test meet the performance criterion by showing if, PLR 1.0 La.
Note that, during the above performance determination, the following information as quoted from Section 9.2.3 of NEI 94-01 Rev. 3-A must be followed:
In addition, leakage pathways that were isolated during performance of the test because of excessive leakage must be factored into the performance determination. If the pathway leakage can be determined by a local leakage rate test, the as-left MNPLR for that leakage path must also be added to the Type A UCL. If the pathway leakage cannot be determined by local leakage rate testing, the performance criteria for the Type A test are not met. If an excessively leaking containment penetration barrier pathway is discovered during the Type A test, and the pathway is neither a Type B or a Type C tested pathway, it shall still be tested to Type B or Type C test requirements after the Type A test and its as-left MNPLR added to the Type A test UCL. In this case the Type A test performance criterion is not met unless that pathway is subsequently added to the Type B or Type C
test program. If the excessive leakage is from a source that can be tested only during a Type A test, the Type A test performance criterion is not met.
