OPERATOR LICENSING EXAMINATION APPROVAL

Dear Mr. Weber:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Donald C. Cook Nuclear Power Plant, Units 1 and 2.

The U.S. Nuclear Regulatory Commission (NRC) has completed its r~view of the operator license applications in connection with this examination and separately provided a list of approved applicants to Mr. Daniel Emery, Training Manager. Note that any examination waivers have been addressed in separate correspondence.

The NRC will administer the written examinations and operating tests in accordance with Revision 9, Supplement 1, of NUREG-1 021, "Operator Licensing Examination Standards for Power Reactors," during the weeks of July 21 and 28, 2014.

This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at you~ facility. Based on this review, I have concluded that the examination meets the guidelines of NUREG-1021 for content, operational, and discrimination validity. If you determine that this examination is not appropriate for licensing operators at your facility, please contact me at (630) 829-9707.

Please contact Mr. D. McNeil, Chief Examiner, at (630) 829-9737, if you have any questions or identify any errors or changes in the license level (RO or SRO) or type of examination (partial or complete written examination and/or operating test) specified for each applicant.

DONALD C. COOK NUCLEAR POWER PLANT, UNITS 1 AND 2

Dear Mr. Weber:

We have received your letters AEP-NRC-2012-52, dated July 23, 2012, and AEP-NRC-2013-62, dated August 5, 2013. In these letters, you requested that initial operator licensing examinations be scheduled at the Donald C. Cook Nuclear Power Plant in July 2016 and July 2018.

In response, you have been scheduled an initial license exam for the weeks of July 11 and 18, 2016, with an onsite validation scheduled for June 13, 2016. Additionally, we have scheduled an initial license exam for the weeks of July 23 and 30, 2018, with an onsite validation date of June 25, 2018.

We note that you were previously scheduled for an initial operator licensing exam the week of July 21 and 28, 2014, with an onsite validation date of June 23, 2014. This exam date has not changed. This examination will be written by the Nuclear Regulatory Commission Operator Licensing Branch in Region Ill.

The NRC will write the initial operator licensing exam scheduled in July 2014 in accordance with NUREG 1021, Revision 9, Supplement 1. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately, upon discovery, of such conditions, and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examination scheduled in 2016 and 2018 unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks. Please inform us if the number of candidates decline below ten for any examination, as this will impact the examination schedule.

Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations.

The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the Training Program.

Indiana Michigan Power Company, the licensee for Donald C. Cook Nuclear Plant (CNP) Units 1 and 2, is providing, as an enclosure to this letter, NRC Form 536, "Operator Licensing Examination Data," which contains the details of CNPs examination schedule as requested. The class size and composition has significantly changed, since the previous update to the NRC, for the July 2014 and July 2016 classes.

We have received your Jetter AEP-NRC-2011-60. In that letter, you did not request any additional initial operator licensing exam dates.

We have verified the previously requested exam dates of July 21 and July 28, 2014, with an onsite validation date of June 30, 2014, have not changed. However, the July 2016 exam date has been moved up one week to allow more flexibility with the U.S. Nuclear Regulatory Commission (NRC) Operator Licensing schedule. We have scheduled an initial operator licensing exam for the weeks of July 11 and 18, 2016, with an onsite validation date of June 20, 2016.

The NRC will write the initial operator licensing exam scheduled for July 2016 in accordance with NUREG 1021, Revision 9, Supplement 1. Indiana Michigan Power Company, the licensee for CNP, is still planning to administer reactor operator initial license examinations beginning on July 23, 2012, July 21, 2014, and July 18, 2016.

However, the number of Instant/Direct Senior Reactor Operator candidates for the examinations beginning on July 21, 2014, and on July 18, 2016, has increased by one for each of those examination dates and the number of Upgrade Senior Reactor Operator candidates has decreased by one for each of those examination dates. The original numbers were submitted in letter AEP-NRC-201 0-66, dated August 12, 2010. We have included the revised numbers on the enclosed NRC Form 536.

There are no new commitments identified in this submittal.

In response to your Jetter dated September 11, 2009, (AEP-NRC-2009-67}, the initial license operator examination requested to be conducted in July 2016 has been scheduled to start during the week of July 18, 2016. The other examinations you have requested in June 2010, July 2012, and July 2014 are scheduled to start per your letter dated August 28, 2008, (Voluntary Response to NRC RJS 2008-16). The on-site validation of the examinations will occur approximately 3 weeks prior to the examination start week. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations unless we determine the NRC needs to develop an examination. Because each of these examinations has greater than nine candidates anticipated for the examinations, the examinations have been scheduled for two weeks. Please inform us at your earliest opportunity if you discover you need to change the scheduled examination date or the number of candidates declines below ten candidates as this will impact the examination schedule.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, Jist the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the training program. Cook Nuclear Plant Units 1 and 2, is submitting a request for revised dates for the June 2010 reactor operator initial license examinations. Based upon our class size, class composition, and start date, we are requesting examination dates for the weeks of June 21st and June 28th of 2010. These revised dates have tentatively been agreed to in a telephone conversation between Mr. D. R. McNeil, Nuclear Regulatory Commission (NRC), and Mr. I. D. Fleetwood, I&M. Upon NRC review and approval of these revised dates, I&M will no longer need the 2010 examination dates discussed in letter AEP-NRC-2008-31, dated August 28, 2008. I&M still intends to administer the reactor operator initial license examinations in 2012 and 2014 as proposed in the August 28, 2008, letter.

Although the total number of candidates remains the same for the 2010 examinations, the number of Senior Reactor Operator (SRO) - Instant candidates has changed from 3 to 2, the number of SRO - Upgrade candidates has changed from 4 to 5, and the number of candidates for the Generic Fundamentals Examination has changed from 11 to 10. This revised information is included on the enclosed NRC Form 536.
