SURRY POWER STATION UNIT 2 CORE OPERATING LIMITS REPORT SURRY 2 CYCLE 26 PATTERN EBA REVISION 0 REQUEST FOR CLARIFICATION By letter dated April 23, 2014 (Serial No.14-212), Dominion submitted the Core Operating Limits Report (COLR) for Surry Unit 2 Cycle 26, Pattern EBA, Revision 0, as required by Surry Technical Specification (TS) 6.2.C, "CORE OPERATING LIMITS REPORT."
Subsequent to the submittal, the NRC requested clarification regarding the methodology used to determine TS 2.1. The specific NRC question and the Dominion response are provided below.
NRC Question The COLR report provided contains a list of references. Each reference contains a list of technical specifications for which that methodology is used. TS 2.1, "Safety Limit, Reactor Core," is not listed under any of the references. Please clarify which methodology(ies) is (are) used to determine TS 2.1, "Safety Limit, Reactor Core."
Response
The Dominion methodology used to determine TS 2.1 is VEP-FRD-42, Rev. 2.1-A, "Reload Nuclear Design Methodology," dated August 2003. TS 2.1 was inadvertently omitted from the list of TS sections associated with this methodology reference in Section 2.1 of the COLR. TS 2.1 will be appropriately referenced in future Surry COLR submittals.
