SUMMARY
OF SEPTEMBER 9, 2014, PUBLIC MEETING WITH THE BOILING WATER REACTOR OWNERS GROUP On September 9, 2014, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of the Boiling Water Reactor (BWR) Owners Group (BWROG) in a public meeting at NRC headquarters in Rockville, Maryland. A list of those in attendance and those that participated by teleconference is enclosed. Information presented at the meeting by the BWROG representatives is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML14247A008.
The purpose of the meeting was for the BWROG representatives to present to the NRC staff the BWROGs plan and scope for a risk-informed approach to the resolution of the BWR emergency core cooling system (ECCS) suction strainer issue.
Opening remarks were made for the BWROG by Mr. Don Gregoire of Energy Northwest.
Mr. Gregoire provided the introduction and overview discussion of the BWROGs presentation and stated the BWROGs desire to bring closure to the overall BWR ECCS suction strainer issue. Mr. Gregoire stated that the new strategy to address the overall suction strainer issue is to develop and pursue a risk-informed approach for 10 of the 12 involved technical issues and continue following the already established deterministic approach for the remaining 2 technical issues (in-vessel downstream effects (i.e., fuels testing) and chemical effects). The 12 technical issues are listed on slide no. 7 of the BWROG presentation.
Mr. Steve Scammon of Energy Northwest and ECCS suction strainer Committee Chairman then commented on the current schedule of the ECCS suction strainer effort including fuels testing for General Electric and AREVA NP, Inc. BWR fuel and chemical effects testing (see slide 9 of the BWROG presentation). The last bullet on slide 9 indicates that these test results will be integrated with the Title 10 of the Code of Federal Regulations (10 CFR) 50.46c implementation submittals projected for the year 2018. Mr. Scammon also commented on the BWROG Reload Analysis & Core Management Committee (RACMC), the EPRI Reg-TAC, and the NEI 50.46c Task Force efforts (slide 10 of BWROG presentation). These groups are collaborating on such efforts as 10 CFR 50.46c Rule commenting and 10 CFR 50.46c risk-informed regulatory guide development.
A. Mendiola Mr. Larry Naron of Exelon commented on the BWROG ECCS Suction Strainer Risk-Informed Committees disposition plan to address 10 of 12 of the suction strainer technical issues (slides 13-23). The BWROG plans to utilize information gained from previous industry efforts in the strainer clogging area detailed in NUREG/CR-6808 and NUREG/CR-7172. These documents are knowledge base reports available on the NRC public website.
Mr. Don Gregoire then made the BWROGs final presentation comments, issue closure, and intended submittal of the culmination of the effort which would be a risk analysis report addressing 10 of the 12 technical issues (slides 24 and 25). Mr. Gregoire indicated that the BWROG intends to request a fee waiver for the risk-analysis effort and to submit its risk-analysis report in 2015.
Following the presentations, the NRC staff broke off for several minutes to discuss the material and to determine if any feedback could be given to the BWROG. The NRC staff determined that more specific information about the BWROGs risk-informed initiative would be needed before any meaningful feedback could be given. The NRC staff returned to the meeting room and conveyed this to the BWROG representatives. It was agreed upon that another meeting would be held in 2014 for this purpose.
No members of the public were present for this meeting either in the meeting room or on the telecom line.
