PRACTICES IN CONDUCTING POST-MAINTENANCE SIREN SYSTEM TESTS IN THE VICINITY OF THE ARKANSAS NUCLEAR ONE SITE, UNITS 1 AND 2, POPE COUNTY, ARKANSAS

Dear Ms. Hammond:

This purpose of this letter is to inform you about post-maintenance alert and notification system testing practices identified by NRC inspectors during an on-site inspection at Arkansas Nuclear One, Units 1 and 2, conducted September 15 through September 19, 2014. The inspectors were reviewing alert and notification system performance indicator data submitted to the NRC by Arkansas Nuclear One for the period April 2013 through June 2014. The NRC inspectors determined that siren maintenance procedures, applicable to the Arkansas Nuclear One alert and notification system, required a growl test to demonstrate siren operability following routine or emergent maintenance. However, the inspectors noted several examples of silent tests being conducted to demonstrate siren operability following siren maintenance. The siren maintenance records indicated that growl tests were not performed because Pope County, Arkansas, only wanted sirens to make audible sounds on scheduled testing dates. The silent post-maintenance tests occurred when maintenance was not performed on a scheduled siren testing date. The failure to conduct growl tests as directed by the siren maintenance procedure may be a deviation from the approved alert and notification system design report for Arkansas Nuclear One.

Because the State of Arkansas has responsibility for the maintenance and testing of the Arkansas Nuclear One alert and notification system, the NRC is communicating this information to Federal Emergency Management Agency Region VI for your consideration and appropriate action.
