MILLSTONE POWER STATION UNITS 1. 2 AND 3 VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 SURRY POWER STATION UNITS 1 AND 2 10 CFR 71.95 REPORT - TN-RAM PACKAGE AS-BUILT DISCREPANCIES TO CERTIFICATE OF COMPLIANCE NO. 9233 Dominion Nuclear Connecticut, Inc. (DNC) and Virginia Electric and Power Company (VEPCO), collectively Dominion, are submitting this report pursuant to 10 CFR 71.95(a)(3) regarding instances in which the conditions of approval in the Certificate of Compliance (CofC) #9233 for the TN-RAM Package were not observed when making shipments from Millstone Power Station (MPS), North Anna Power Station (NAPS) and Surry Power Station (SPS). This report is based on a 10 CFR 71.95 report notification to TN-RAM Package users by the certificate holder, AREVA TN Americas, which Dominion received on August 6, 2014. This notification triggered the 60-day reporting requirement which is addressed by this submittal. AREVA TN Americas originally reported the details of the as-built discrepancies in the TN-RAM Package, including preventative and corrective actions being taken by AREVA TN Americas, to the NRC by Letter E-38692, dated June 18, 2014, from Paul Triska (AREVA TN) to U.S. Nuclear Regulatory Commission, Report Pursuant to 10 CFR 71.95(a)(3) and (b) of As-Built Discrepancies in the TN-RAM Packaging Relative to Certificate of Compliance No. 9233.
The enclosed notification is applicable to the past use of the TN-RAM Package by Dominion facilities MPS, NAPS and SPS. DNC records indicate that MPS made a total of nine shipments using the TN-RAM Package. VEPCO records indicate that NAPS made a total of six shipments and SPS made a total of three shipments using the TN-RAM Package.
Details of these shipments are included in the attachment.
AREVA TN Americas determined that the discrepancies discovered relating to the TN-RAM Package were not safety significant and resulted in no reduction in the effectiveness of the cask. Additionally, AREVA TN Americas has prohibited future TN-RAM Package use until appropriate corrective actions have been taken. These actions include a submittal to the
