I checked moments ago and this record is not available in ADAMS.
It is appalling that the NRC would start the clock on a 3-day public comment period BEFORE making the documents that form part of the record for this proceeding available to the public.
The NRC should first make the cited document publicly available and then restart the 30-day clock.
This is patently unfair to the public.
