KEWAUNEE POWER STATION-TRANSMITTAL OF REPORT BY US ARMY CORPS OF ENGINEERS CONTAINING SAFEGUARDS INFORMATION ON CERTAIN SITE SPECIFIC CONDITIONS
Dear Mr. Presl:
Enclosed with this letter is an engineering analysis performed by the US Army Corps of Engineers (USAGE) for the U.S. Nuclear Regulatory Commission (NRC). The USAGE report contains safeguards information related to the site specific conditions identified during an NRC site visit on June 17-19, 2014. The NRC staff has determined that some portions of the report are pre-decisional and, therefore, the pre-decisional information has been redacted. As a reminder, the enclosed report must be protected consistent with the provisions of Title 10 of the Code of Federal Regulations (10 CFR) 73.21, "Protection of Safeguards Information:
Performance Requirements," and 10 CFR 73.22, "Protection of Safeguards Information: Specific Requirements."
In addition, because: (1) the nature of the safeguards information (e.g., methods, quantities, weights, scenarios, or other) are specific to the configurations and as-built conditions at the Kewaunee Power Station and; (2) the unauthorized disclosure of information could reasonably be expected to have a significant adverse effect on the health and safety of the public or the common defense and security by significantly increasing the likelihood of radiological sabotage, the enclosed USAGE engineering analysis must be restricted only to Dominion Energy Kewaunee persons having a "need to know."

SAFEGUARDS INFORMATION Except as the NRC may otherwise authorize, no person outside of Dominion Energy Kewaunee may have access to the attached USAGE engineering analysis report. Based on reasons (1) and (2) above, the considerations of a "need to know" for a prospective recipient requesting access to the USAGE engineering analysis report will be limited to those performing and assisting in a lawful and authorized governmental function under the cognizance of the NRC.
