TURKEY POINT NUCLEAR PLANT - NOTIFICATION OF INSPECTION AND REQUEST FOR INFORMATION
Dear Mr. Nazar:
On October 6 - 10, 2014, the U.S. Nuclear Regulatory Commission (NRC) will perform a baseline radiation safety Inspection at your Turkey Point site (NRC Inspection Procedures 71124.01 and 71124.08).
Experience has shown that this inspection is resource-intensive for both the NRC inspectors and your staff. In order to minimize the impact to your onsite resources and to ensure a productive inspection, we have enclosed a request for documents needed for this activity. It is important that all of these documents are up-to-date and complete, thereby minimizing the number of additional documents requested during the preparation and/or the onsite portions of the inspection. The inspector has requested that the subject informational material be provided in CD format on or before September 25, 2014.
We have discussed the schedule for these inspection activities with your staff, and understand that our regulatory contact for this inspection will be Ms. Stavroula Mihalake of your organization. - 6. Audits and self-assessments of the radiation protection program performed since January 1, 2013.
2 71124.01: Radiological Hazard Assessment and Exposure Controls
- 1. List of radiation work permits (RWPs) for the upcoming refueling outage.
- 2. Plant maps of all Locked High Radiation Areas (LHRAs) and Very High Radiation Areas (VHRAs). Include areas with the potential to become an LHRA during routine operations or outages.
- 3. Procedures related to health physics (HP) controls (e.g., Posting, labeling, surveys, RWPs, contamination control, HRA/LHRA/VHRA control, key control, control of divers, special controls during fuel offload, hot spots, etc).
- 4. List of the five most exposure-significant work tasks within radiation areas, HRAs (<1R/hr),
LHRAs, or airborne radioactivity areas in the plant. This may include areas with low dose rates but high collective dose. Identify any HRAs with significant dose gradients (factor of five or more), including underwater diving activities.
- 5. Procedures related to release of personnel and materials (e.g., release surveys, decontamination, guidance for electronic dosimetry alarm followup, etc.).
- 6. List of nationally tracked sources, any condition reports (CRs) written in regard to these sources since August 1, 2013, change-of-ownership transactions for these, and a copy of the 2014 Annual Confirmation of Inventory submittal.
- 7. List of all non-fuel items stored in spent fuel pool (SFP).
- 8. A list of CRs related to HP controls since August 1, 2013. [This should be a list of corrective action documents containing a CR number and brief description, not full CRs.]
71224.08: Radioactive Solid Waste Processing and Radioactive Material Handling, Storage, and Transportation
- 1. Site and corporate procedures associated with radioactive waste processing and handling, storage, and transportation of radioactive material (RAM), including:
- a. Storage and handling of RAM including non-radiological controlled areas (RCA) and satellite RCA locations.
- b. Waste stream mixing, sampling, concentration averaging, and use of scaling factors for hard to detect nuclides.
- c. Monitoring impact of long-term storage (e.g., buildup of gases produced by waste decomposition, chemical reactions, container deformation, loss of container integrity, re-release of free-flowing water).
- d. Transferring of resin and/or sludge into shipping/disposal containers; dewatering and waste stabilization.
- e. Preparing packages and documentation for shipping RAMs.
- f.
List of RAM storage areas, including satellite RCAs.
- 2. List of changes to the radioactive waste processing systems since December 1, 2012, and copies of the associated 50.59 screening documentation.
(The inspectors will select 3 - 5 packages to review in detail.)
- 4. List of CRs generated since December 1, 2012, related to radioactive solid waste processing and packaging, handling, storage, and shipping of RAMs. [This should be a list of corrective action documents containing a CR number and brief description, not full CRs.]
3 Assistance Requested During Onsite Inspection
- An operator to accompany inspectors on walkdown of your current radwaste processing system. An HP specialist to interface with an inspector regarding any shipments or receipts of RAM during the onsite inspection.
- An HP specialist to accompany inspector on tour of containment and auxiliary building wallkdowns.
