Dear Mr. Dean:

The following list of questions has been prepared by the Indian Safe Energy Coalition. This list includes issues that remain unanswered and unaddressed by the NRC. Nearly all of them have been raised multiple times over the last 14 years.

According the "Values" page on the NRC website, under the heading Principles of Good Regulation:

"Nuclear regulation is the public's business, and it must be transacted publicly and candidly. The public must be informed about and have the opportunity to participate in the regulatory processes as required by law... "

Since the NRC refuses to record or transcribe the public participation at nearly all meetings, we are demanding that each of these questions be logged and answered in a timely fashion.

The partial list appears below and will be widely circulated widely in the absence of recorded testimony:

1. Why does NRC refuse to keep public records of public meetings that identify legitimate concerns?

2. How long will indian Point be allowed to be the only plant in US to operate without a license?

3. The April 29, 2014, letter says Entergy did not report falsified data pertaining to Emergency Backup Generators. In light of this violation, how can NRC give Entergy a green rating?

4. Why is the Entergy staff allowed to ignore technical standards? Where is the NRC oversight?

5. Why didn't NRC demand a shutdown of IP before Superstorm Sandy-when all major institutional users had shut down, and all transportation modes were suspended? Is it better to have a SCRAM rather than a planned shut down?

6. A 2003 report co-authored by NRC Chairman Macfarlane says dry-cask storage is less risky than pool storage. On what basis does NRC reject that claim?

7. Vermont Yankee's waste storage exceeds its design basis by 7 times. By what factor does IP's current waste storage exceed the design basis?

8. Why does the NRC allow IP to continue to operate in the absence of a long-term solution for irradiated-waste storage?

9. How many metric tons of nuclear waste are currently stored in pools of IP 2 and IP3? What percentage of each pool is high-burn-up fuel?

10. Why did NRC approve the use of high-burn-up fuel without adequate research on safe storage?

11. Entergy has always claimed that IP reactor buildings were built to withstand a 6.1 magnitude earthquake. Can you confirm or correct what level it was built to withstand?

12. Virginia's 5.8 magnitude earthquake in 2011 created ground vibrations exceeding both design basis and operating basis for the North Anna Nuclear Power Plant. How wii/IP be reinforced to withstand a 7.0 event, which the Lamont Doherty Earth Observatory says is the potential due to the intersection of 2 fault Jines?

13. Since the largest amount of radiation is in the spent fuel storage, what seismic standards will be used for those structures?

14. Why does NRC refuse to support real-time radiation monitoring when citizen monitoring found unreported spikes?

15. What actions are being taken to provide underground pipe inspection with adequate, current equipment?

16. How is IP continually allowed to ignore fire-safety violations?

17. Exactly how many regulatory exemptions has IP has received since Entergy bought the plants, and what are they specifically?

18. What has NRC done to remedy repeated failures of force-on-force drills, as identified by security whistleblowers?

19. When did IP correct the lack of wiring separation identified in 2004 by William Lemanski? Who certified the work was done correctly?

20. Does NRC agree with former Governors Pataki and Patterson that all households in the 50-mile ingestion zone should have Kl on hand?

21. Why is the evacuation zone only 10-miles given the exposure distances of Fukushima and Chernobyl?

22. Why hasn't NRC forced closed-cycle cooling to be installed since closed-cycle was requested when /P licenses were first issued?

23. What parts of evacuation plan have been upgraded to remedy deficiencies identified in the Witt report in 2003?

24. What percentage of households within the EPZ know what the emergency protocols are?

25. What will be the effect of a haphazard response by the residents when evacuation becomes real?

26. Given shadow evacuation during TMI, how many people outside the 10-mile zone does NRC estimate will try to flee? What impact will that have?

27. With $8.5 Trillion in real estate value alone within the 50-mile ingestion zone, what is the industry cap because of the Price-Anderson Act?

28. Who will be responsible for compensating all who have lost their homes in a radiation release?

29. Given the recent decision by NRC that pool storage is equivalent to dry casking, what effect will this have on the transfer of irradiated fuel from the overcrowded pools to dry cask storage at Indian Point?

30. NRC is engaged in talks with the Bureau of Coastal Management regarding the new license for Indian point. What is the nature of those talks?
