Barry and Joey, By letter dated May 14, 2014 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML14164A435), Entergy Operations, Inc. (Entergy, the licensee) submitted relief requests VRR-RBS-2014-1 and VRR-RBS-2014-2 for the River Bend Station, Unit 1 (RBS). The first request for relief proposes a general request in accordance with a Code Case to allow an alternate testing frequency of valves and the second request is a one-time request to align the currently installed valves to the requested frequency.
The regulation at Title 10 of the Code of Federal Regulations (10 CFR) Section 50.55a(a)(3) states that alternatives to the requirements of paragraph (g) may be used, when authorized by the NRC, if the licensee demonstrates that (i) the proposed alternatives would provide an acceptable level of quality and safety or (ii) compliance with the specified requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety. Entergy has asked for this request for relief pursuant to Section 50.55a(a)(3)(i).
The NRC staff has reviewed your application concluded that it does provide technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed requests for relief in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
