TURKEY POINT NUCLEAR GENERATING UNIT NOS. 3 AND 4-CORRECTION TO ADAMS RECORD OF TECHNICAL SPECIFICATIONS (TAC NOS. MD7163 AND MD7164)
The U.S. Nuclear Regulatory Commission (NRC) staff maintains a resultant compilation of Technical Specifications (TSs) related to licensing actions for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) in its Agencywide Documents Access and Management System (ADAMS) under Accession No. ML052790649. The NRC staff identified that the Turkey Point TSs in ADAMS contains a page that is not part of any licensing action for Turkey Point.
The page states that TS pages were removed by Amendment Nos. 188 and 182 (ADAMS Accession No. ML013390265), dated July 31, 1996, for Units 3 and 4, respectively. Specifically, the page, which is not numbered and which currently appears after page 3/4 10-4, states:
Pages 3/4 11-1 through 3/4 11-18 have been removed per Amendment No. 188/182 dated July 31, 1996. Pages 3/4 12-1 through 3/4 12-12 have been removed per Amendment No. 188/182 dated July 31, 1996.
By license amendment application dated March 21, 1996 (ADAMS Legacy Library Accession Nos. 9603280119 and 9603280120), as supplemented by letter dated May 13, 1996 (ADAMS Legacy Library Accession No. 9605170254), Florida Power & Light Company (the licensee) requested that the NRC remove TS Sections 3/4.11 and 3/4.12. In its applications dated March 21, and May 13, 1996, the licensee did not request the NRC to add this notation page to its TSs.
The NRC approved the licensee's request with issuance of Amendment Nos. 188 and 182. The attachment to the amendments, which showed the list of new TS pages to add, did not include the notation page. The NRC did not include this page in the new TS pages in Amendment Nos. 188 and 182, nor was it mentioned in the supporting safety evaluation. The notation page does not contain any operational requirements, and the information in the page is already in Amendment Nos. 188 and 182. The NRC staff determined that the inclusion of this notation page in the TSs was an administrative error and inadvertently introduced into the ADAMS record.
Therefore, the NRC staff is deleting this page from the Turkey Point TSs record in ADAMS, as noted in the enclosure to this memorandum.
