UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 Mr. Jason Remer Nuclear Energy Institute 1201 F. St, NW Suite 1100 Washington, DC 20004-1218
SUBJECT:
LICENSE RENEWAL INTERIM STAFF GUIDANCE, LR-ISG-2013-01, AGING MANAGEMENT OF LOSS OF COATING OR LINING INTEGRITY FOR INTERNAL COATINGS/LININGS ON IN-SCOPE PIPING, PIPING COMPONENTS, HEAT EXCHANGERS, AND TANKS
Dear Mr. Remer:
On January 10, 2014, the U.S. Nuclear Regulatory Commission (NRC) published in the Federal Register (79 FR 1904) a request for public comment on Draft License Renewal Interim Staff Guidance (LR-ISG), LR-ISG-2013-01, Aging Management of Loss of Coating Integrity for Internal Service Level III (augmented) Coatings. In response, the Nuclear Energy Institute (NEI) submitted comments by letter dated February 24, 2014. Detailed responses to the comments can be found in Appendix E of the final LR-ISG-2013-01, Aging Management of Loss of Coating or Lining Integrity for Internal Coatings/Linings on In-Scope Piping, Piping Components, Heat Exchangers, and Tanks.
In developing these new recommendations, the staff developed:
a new GALL Report aging management program (AMP) for internal coatings/linings for in-scope piping, piping components, heat exchangers, and tanks, six new SRP-LR and GALL Report aging management review (AMR) line items, and changes to the existing loss of coating integrity line items associated with Service Level I coatings, and to GALL Report items AP-107, AP-108, and AP-194, a final safety analysis report (FSAR) supplement description for the new AMP, and new GALL Report definitions for coatings/linings and loss of coating integrity.
Enclosed is a copy of the final LR-ISG-2013-01 and the Federal Register notice announcing the issuance of LR-ISG-2013-01.
To inform other stakeholders of the issuance of LR-ISG-2013-01, courtesy copies of this letter are being sent to subscribers of an NRC electronic mailing list on general license renewal topics.
