Dear Mr. Heacock:

By letter dated June 12, 2014, to the U.S. Nuclear Regulatory Commission (NRC) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14168A218),

Dominion Nuclear Connecticut, Inc. submitted its response for Millstone Power Station, Units 2 and 3 to the NRC's Request for Information issued on March 12, 2012 ADAMS Accession No. ML12053A340) pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Part 50, Section 50.54(f) regarding Near-Term Task Force Recommendations 2.1, 2.3, and 9.3.

The NRC staff is reviewing the information submitted and has determined that additional information is needed to complete its review. The specific questions are found in the enclosed request for additional information (RAI). A response to the RAis within 30 days from the date of issuance of this letter will facilitate a more efficient review of your staffing submittal related to NTTF Recommendation 9.3.

REQUEST FOR ADDITIONAL INFORMATION NEAR-TERM TASK FORCE RECOMMENDATION 9.3 STAFFING ASSESSMENT PHASE 2 DOMINION NUCLEAR CONNECTICUT. INC MILLSTONE POWER STATION. UNITS 2 AND 3 DOCKET NOS. 50-336 AND 50-423 On March 12, 2012, the U.S. Nuclear Regulatory Commission (NRC) issued a request for information letter pursuant to Title 10 of the Code of Federal Regulations Part 50, Section 50.54(f) Regarding Recommendations 2.1, 2.3, and 9.3, of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12053A340). The requested information associated with Recommendation 9.3, Emergency Preparedness, focused on Communications and Staffing and this request for additional information (RAI) focuses on the information requested for the Phase 2 staffing assessment. The NRC staff has reviewed your Staffing Assessment dated June 12, 2014, and requests the following information to complete its review.

In your Phase 2 Staffing Assessment dated June 12, 2014, you provided information that stated that Millstone Power Station's (MPS) current on-shift staffing for the on-site access period (0-6 hours) following a Beyond-Design-Basis External Event may not be sufficient to perform the FLEX Support Guidelines (FSG) identified by the station. Your Phase 2 Staffing Assessment also stated the MPS on-shift staffing had response tasks associated with FSGs and Emergency Operations Procedures (EOPs) that were either unassigned or no on-shift staff were qualified to perform.

The NRC staff has determined that the additional information requested below is needed to complete its review.

1. Provide an update or supplement to the Phase 2 Staffing Assessment that indicates MPS has determined that the current on-shift staffing is capable of performing all required FSG and EOP tasks, with all tasks assigned to specific response team members and the required training has been provided.
2. Provide any actions taken to correct this issue, or justification as to why no action is required.
