Nuclear Regulatory Commission Serial No.: 13-435D Attention: Document Control Desk SPS-LIC/CGL: RO' Washington, DC 20555-0001 Docket Nos.: 50-280/281 License Nos.: DPR-32/37 VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS I AND 2 RESOLUTION OF DISCREPANCIES IN NRC SAFETY EVALUATION APPROVING LICENSE AMENDMENT REQUEST FOR PERMANENT FIFTEEN-YEAR TYPE A TEST INTERVAL By a letter dated August 12, 2013 (Serial No.13-435), Virginia Electric and Power Company (Dominion) requested license amendments in the form of changes to the Technical Specifications for facility Operating License Numbers DPR-32 and DPR-37 for Surry Power Station (Surry) Units 1 and 2, respectively. The proposed amendments sought to revise the Surry Units 1 and 2 Technical Specification (TS) 4.4.B, "Containment Leakage Rate Testing Requirements," to allow the Type A primary containment integrated leak rate test (ILRT) to be performed at fifteen year intervals and the Type C local leak rate tests to be performed at 75 month intervals, as well as to replace the reference to Regulatory Guide 1.163 with a reference to Nuclear Energy Institute (NEI) topical report NEI 94-01, Revision 3-A.

By a July 3, 2014 letter, the NRC approved the license amendment request and issued TS Amendments 282/282. Dominion has reviewed the amendments and the associated NRC Safety Evaluation (SE). The review identified a few minor discrepancies in the SE that require clarification and/or correction. The identified discrepancies do not affect the conclusions reached in the NRC SE or TS Amendments 282/282. The discrepancies and their resolution are as follows:

" On page 3, first full paragraph, second sentence - October 2005 is identified as the date of the last Unit 2 integrated leak rate test (ILRT). The date of the last Unit 2 ILRT is October 2000. Note that the correct date of October 2000 is reflected elsewhere in the SE (e.g., on page 4, second paragraph; on page 5, last line (continued on page 6); on page 6, Surry ILRT Results table, last row).

" On page 3, first full paragraph, third and fourth sentences, and on page 8, last paragraph under Condition 6 subheading, next to last sentence - The required date for the next Unit 1 ILRT prior to issuance of TS Amendments 282/282 is stated in these sentences as May 6, 2016. This date should be May 16, 2016. The last Unit 1 ILRT was performed on May 16, 2006. May 16, 2016 was the required date prior to issuance of TS Amendments 282/282, and May 16, 2021 is the new required ILRT date based on TS Amendments 282/282. Note that the May 6, 2016

Serial No. 13-435D Docket Nos. 50-280/281 Page 2 of 3 typographical error was introduced in Attachment 1 (Discussion of Change) in Dominion's August 12, 2013 license amendment request letter (Serial No.14-435).

  • On page 6, first full sentence - This sentence states "The licensee stated that the value of Pa for Surry is 45.1 psig per T.S. 6.8.4(g)." Both the Pa value and the TS reference in this sentence are incorrect. Neither TS 6.8.4(g) nor the Pa value noted in this sentence is included in the Surry Units 1 and 2 TS or in any of the Dominion submittals related to this license amendment request. Note that the second paragraph on page 5 of the SE provides an accurate discussion of the peak calculated design basis loss of coolant accident pressure Pa for Surry. The correct value of Pa is 43.95 psig as stated on page 5 of the SE and in Dominion's March 25, 2014 letter (Serial No. 13-435C).

" On page 7, last paragraph under Staffs Assessment of Conditions 3 and 4, first sentence - This sentence states that "the NRC staff finds that the licensee has effectively addressed Conditions 3; the licensee ... " This typographical error omits the words "and 4."
