Monticello Nuclear Generating Plant Docket 50-263 Renewed Facility Operating License No. DPR-22 Submittal of Quality Assurance Topical Report (NSPM-1). Revision 7 Pursuant to 10 CFR 50.54(a)(3), attached is the annual update of the Northern States Power Company, a Minnesota corporation (NSPM), Quality Assurance Topical Report (QATR), NSPM-1, Revision 7. This letter satisfies the 10 CFR 50.54(a)(3) requirements to provide the NRC with an update of changes to the quality assurance program description that did not reduce commitments in the program description and, therefore, did not require NRC approval prior to implementation.
A summary of the changes for Revision 7 of the QATR is provided in Enclosure 1 of this letter. Enclosure 2 of this letter provides a copy of Revision 7 of the QATR.

ENCLOSURE 1 NSPM Quality Assurance Topical Report (QATR)
Change Summary Revision/Section Change/Reason for change Basis for Meeting 10CFR50, Appendix B Revision 7, 12/20/2013 A.5 Added wording in section A.5 to: 1) clarify the term "pressure-retaining item" and 2) clarify what work is there that "the quality of which cannot be demonstrated through a functional test." Nuclear Oversight Department procedure DP-NO-DOC-01, QATR Management, Section 5.8.3, states the approved interpretations should be included in subsequent revisions of NSPM-1 QATR. Previously, references to QATR interpretations were added as opposed to the actual wording of the interpretation or clarifying statements in the QATR sections referenced by the interpretation. Since the changes consist of adding clarifying statements, this would not be considered a reduction in commitment.
