The turtle was unresponsive at the time of observation and was pronounced dead by Environmental Consulting Services (ECSI) upon their arrival on site. The animal was transported to the Marine Mammal Stranding Center in Brigantine, New Jersey for examination.

REPORT OF IMPINGEMENT OF KEMP'S RIDLEY TURTLE In accordance with Section 5.4.2 of Appendix B, Environmental Protection Plan, to the Operating License for the Salem Generating Station, PSEG Nuclear LLC (PSEG) hereby transmits notification of a nonroutine event, and documents the occurrence and removal of a Kemp's Ridley Turtle (Lepidochelys kempii) from the Salem Generating Station circulating water intake structure trash bars.
Consultation pursuant to Section 7 of the Endangered Species Act of 1973 (ESA) between NRC and the National Marine Fisheries Service (NMFS) on the effects of the operation of Salem Station on threatened and endangered species has been ongoing since 1979. The most recent revision to the Biological Opinion and Incidental Take Statement issued in January 1999 exempts the specified annual take of shortnose sturgeon and sea turtles.
In advance of relicensing for Salem Station, consultation pursuant to Section 7 of the ESA between NRC and NMFS was reinitiated in 2009.
When issued by the NMFS, the revised Biological Opinion and Incidental Take Statement are expected to continue to authorize a specified take of sea turtles.
Pursuant to Section 5.4.2 of the Environmental Protection Plan for Salem Station, nonroutine events which require reporting to other federal agencies shall be reported in accordance with the other agencies' reporting requirements.
Accordingly, enclosed please find one (1) attachment. Attachment 1 provides the information requested by the NMFS in Appendix II to the current ITS and in Appendix B, Part 2, to the revised draft ITS.

Salem Unit Control and PSEG Environmental Affairs personnel were immedlitelv notified. On-ite lmninmement and Entrainment samnling nersonnel from Environmental Consultina Services Inc. (ECSI) Provided assistance to try and make an Initial identification, and PSEG Salem Yard Crew was contacted to try and retrieve the sneehmen. However. the location of the turtle along the trash racks prevented Yard Crew from successful retrievaL and the decision was made to try an attempt at retrieval via boat. Additional field Personnel from ECSI. In the area of Salem CWIS for routine REMP samplinz provided assistance via boat to retrieve the snecimen.
Sucesful retrieval was made at 11:45am, at which time the snecimen was determined to be deceased, (missing carapace and decomnositm) and it was bazEed and Placed in a cooler with ice for transport back to the ECSi main office In Middletown. DL Uion arrival at the ECSl main office, a Positive ID was determined at 15:03nm, and the snecimen underwent normal nogalg, with body measurements and nhotogranhs beine recorded. After nroesing, the sneguena was stored In the freezer. waithin for further instructiois from NMFS on Its final dhnosition.
PSEG Environmental Affairs nersonnel contacted New Jersey DEP and the NMFS at 15:11 and 15:12 resneetivelv. PSG Environmental Affairs personnel contacted ECS1 on 711t114 to have custody of turtle carcass transferred to Marine Mammal Strandlne Center In New Jersey. Custody of specimen transferred to MMSC on 7/21114 at 15:10 in the afternoon.

Description of animal:
At the time of observation, the specimen was lying belly-up, and appeared to be deceased. The deceased condition was confirmed at the time of retrieval. The carapace was missing, and evidence of severe decomposition was evident, with skin openings exposing bone and internal organs (indicated by A on the above illustration). Additional decomposition was observed around t(le head and mouth (indicated by B on the above illustration. No tags were observed.

Photo 5: Due to the missing carapace mid overall poor condition of the turtle, positive identification was based on comparisons with other recorded specimens. The general size, nearly round body, and the existence of visible pores on the four inframarginal scutes on the plastron (identified by the red circles in the above photo) are indicative of Kemp's ridley turtles. The existence of the pores is a specific characteristic of both the Kemp's ridley and the olive ridley sea turtles; however the Kemp's is common in northern east coast waters, while the olive ridley is common primarily in tropical waters of the Atlantic [07/09/14].
