ISSUANCE OF FINAL SIGNIFICANCE DETERMINATION AND NOTICE OF VIOLATION This is to inform the Commission that a Notice of Violation (NOV) associated with a White Significance Determination Process finding will be issued on or about August 7, 2014, to Southern Nuclear Operating Company, Inc. (licensee) as a result of an inspection at Vogtle Electric Generating Plant, Units 1 and 2. The White finding, an issue of low to moderate safety significance, will result in additional NRC inspection and potentially other NRC action.
The White finding involved the licensees failure to maintain the effectiveness of their emergency plan. Specifically, an error in the computer software provided by the licensees corporate office calculated radiological emergency action level threshold values to be a factor of 60 times greater than appropriate. These values were being relied upon to continuously assess the impact of the release of radioactive materials as well as provide criteria for determining the need for notification and participation of local and State agencies. An NOV is included because of the licensees failure to maintain a standard emergency classification and action level scheme, the bases of which include facility and system effluent parameters in accordance with 10 CFR 50.54(q)(2). The NRC staff determined that the White finding meets the criteria specified in IMC 0305 for treatment as an old design issue; therefore, in accordance with IMC 0305, the performance issue will not aggregate in the Action Matrix with other performance indicators and inspection findings.
After reviewing the information developed during the inspection, the staff concluded that the finding is appropriately characterized as White. The licensee has informed the NRC that multiple corrective actions are in place and/or planned.
