SUMMARY
OF PUBLIC TELECONFERENCE HELD ON JULY 14, 2014, WITH EXELON GENERATION COMPANY, LLC TO DISCUSS THE U.S. ARMY CORPS OF ENGINEERS FLOODING HAZARD REEVALUATION FOR PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3 (TAG NOS. MF3991 AND MF3992)
On July 14, 2014, a public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon). The purpose of the teleconference was to discuss the U.S. Army Corps of Engineers (USAGE) flooding hazard reevaluation (FHR) for Peach Bottom Atomic Power Station (PBAPS, Peach Bottom), Units 2 and 3. The USAGE FHR for Peach Bottom is being done under contract to the NRC. USAGE is working with other Federal agencies to perform the analysis. These agencies include the Federal Energy Regulatory Commission (FERC). FERC is in the process of reviewing Exelon Hydro's relicensing application for the Conowingo Hydroelectric station which is downstream of Peach Bottom 2 and 3. Because the potential for flooding is an issue that is being reviewed by FERC as part of the Conowingo Hydroelectric station relicensing process, USAGE is working closely with FERC to ensure lessons-learned from FERCs review of flooding issues associated with the Conowingo dam and USAGE's PBAPS FHR issues are shared.
Highlights from the meeting included the following:
- Exelon nuclear will be participating in a FERC led meeting on July 17, 2014, to discuss the Conowingo hydroelectric station relicensing. The purpose of Exelon Nuclear's participation is to understand how the FERC flooding analysis maybe used by the USAGE to perform its FHR.
- The NRC staff confirmed that the USAGE will be performing a river-wide probable maximum precipitation analysis for the Susquehanna River consistent the guidance found in Japan Lessons-Learned Directorate (JLD), Interim Staff Guidance (ISG) JLD-ISG-2013-01, "Guidance for Assessment of Flooding Hazards Due to Dam Failure."

- The NRC staff stated that it would use the USAGE FHR as a tool to review the Three Mile Island (TMI) Unit 1 flooding hazard reevaluation report (FHRR) that was submitted on March 12, 2013 (ADAMS Accession No. ML13093A260). The NRC staff intends to
compare the USACE analysis against the TMI Unit 1 FHRR and if there are significant differences between the two analyses the NRC staff could ask questions in this area.
- The NRC staff will assist in transmitting to the USACE, Exelon's Hydrologic Engineering Centers River Analysis System (HEC-RAS) model that was developed for the Susquehanna River. The thought is that Exelon's HEC-RAC model will allow the USACE to develop portions of its model of the Susquehanna River basin more efficiently.
