VIRGIL C. SUMMER NUCLEAR STATION (VCSNS) UNIT 1 DOCKET NO. 50-395 OPERATING LICENSE NO. NPF-12 DELAY IN COMPLETION OF COMMITMENTS FOR PATH FORWARD FOR RESOLUTION OF GENERIC SAFETY ISSUE (GSI)-191 Letter from Thomas D. Gatlin (SCE&G) to NRC Document Control Desk, dated May 16, 2013, "Path Forward for Resolution of General Safety Issue (GSI)-191"

[ML13140A007]

South Carolina Electric & Gas Company, acting for itself and as an agent for South Carolina Public Service Authority, hereby submits notification of the delay in completion of the remaining four (4) commitments outlined in the reference above. VCSNS stated that "Comparison of plant specific core fiber loading with the PWROG Comprehensive Analysis and Test Program for GSI-191 Closure is currently scheduled for May of 2014." The Pressurized Water Reactor Owners Group has notified licensees that the WCAP/topical report for Estimating In-Vessel Fiber Load Using the Cold-Leg Break Methodology (PWROG PA-SEE-1 090) is now scheduled to be submitted to the NRC by the end of November 2014. Providing for the evaluation of NRC concerns and sufficient preparation for corrosion loop testing, it is projected that the final volume of the WCAP will be transmitted to the NRC at the end of the first quarter in 2015. There are no date changes required by this delay since the commitment due dates were presented as timeframes, not specific dates, for completion after the issuance of the WCAP.

If you have any questions regarding this submittal, please contact Mr. Bruce L. Thompson at (803) 931-5042.

I certify under penalty of perjury that the foregoing is true and correct.
