HUMBOLDT BAY POWER PLANT UNIT 3 - REQUEST FOR NRC APPROVAL OF REVISION 32 TO THE HUMBOLDT BAY QUALITY ASSURANCE PLAN
Dear Mr. Halpin:
By letter dated June 10, 2014, Pacific Gas and Electric submitted a proposed revision to the Humboldt Bay Quality Assurance Plan (HBQAP) for NRC review and approval. Our review has identified several changes for which we will require more information prior to approval.
Specifically the following changes would appear to be reductions in commitment for which no justification was provided. Please provide the basis for the following changes, as required by 50.54(a)(4)(ii), for NRC review and approval prior to implementing revision 32 to the HBQAP.
- The requirement for Humboldt Bay Unit 3 (HBPP) staff to be ANSI N18.1 (1971) qualified is deleted. Please address this deletion, in particular with respect to radiation protection staff and personal that would perform final status surveys.
- The Fire Protection Program was removed from the list of programs covered under the HBQAP. Please address this deletion, in particular with respect to the ISFSI Fire Hazards Analysis.
- The criteria for changes to the Offsite Dose Calculation Manual have been removed.
Please address this deletion.
