OF CONFERENCE CALLS HELD ON JUNE 19 AND JULY 16, 2014, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ENTERGY NUCLEAR OPERATIONS, INC., ENTERGYS RESPONSE TO A REQUEST FOR ADDITIONAL INFORMATION ON APPLICANT/LICENSEE ACTION ITEM 7 FROM MRP-227-A Representatives of the U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Nuclear Operations, Inc., (Entergy or the applicant) held conference calls on June 19 and July 16, 2014, to obtain clarification on Entergys June 9, 2014 response regarding applicant/licensee action item 7. A list of the participants is enclosed.

By letter dated June 9, 2014, Entergy responded to RAI 11-C, which requested that Entergy modify its Reactor Vessel Internals Inspection Plan to provide a link to a primary component that is an appropriate predictor of irradiation embrittlement and irradiation-assisted stress corrosion cracking (IASCC). In its response, Entergy stated that it has selected the lower core plate as a leading indicator of degradation for the column caps with regard to the embrittlement and IASCC mechanisms. Entergy will inspect the lower core plate using the VT-3 inspection method.

During the call on June 19, 2014, the staff stated that it needed clarification on the inspection method proposed and how it is capable of detecting cracking (small indications). The staff believes that an enhanced visual inspection (i.e., EVT-1) is the appropriate technique for detecting small indications.

Entergy requested time to consider the staffs statements and a second phone call.

During the phone call on July 16, 2014, Entergy stated that it plans to change the primary component from the lower core plate to the control rod guide tube lower flange welds and the core barrel cylinder girth welds. Entergy plans to submit a revised response in the near future.

The staff requested that, in its revised response, Entergy provide sufficient justification for the selection of the primary component as a leading indicator for the lower support column bodies, the acceptance criteria, and the timing of any required expansion inspections.

The applicant had an opportunity to comment on this summary.
