Dear Dr. Buglova:

Thank you for your letter dated March 6, 2014, inviting the National Competent Authorities (NCAs) of the United States to offer the International Atomic Energy Agencys (IAEA) Incident and Emergency Centre (IEC) the opportunity to participate in one or more nuclear power plant (NPP) emergency exercises. We have discussed your request with other U.S. Government NCAs and they have agreed that the U.S. Nuclear Regulatory Commission (NRC) should take the lead in responding to your request.

The NRC is open to further exploring IEC participation in an exercise with the Sequoyah nuclear power plant. The Sequoyah exercise is scheduled to be conducted on November 19, 2014.

We understand that no exercise event public information and no prognostic evaluations of the anticipated causes and effects of an exercise event will be released by the IAEA IEC until and unless that information has been verified through the NCA responsible for the information. For the November 2014 Sequoyah exercise, the responsible NCA is the NRC.

You also requested the U.S. to consider offering a National level exercise for Level 2 Convention Exercise (ConvEx-2) activities. At this time, the NRC is not in a position to offer such an exercise as a potential candidate for ConvEx-2 activities.
