2. ALARA Policy And Procedures (83528/83728)

The Carolina

Power and Light (CP&L)

Company,

Radiation Control

and

Protection (RC&P) Manual provides the corporate ALARA policy in the Health

Physics Policy Statement in Chapter.1, Section 1 (RC&P Manual

Attachment 1-1).

The responsibilities and requirements for implementing

the RC&P Manual are also included in RC&P Manual, Chapter III, Section 3.

The RC&P Manual describes the utilities' ALARA Program in Chapter IX,

Section 9.

The utility's ALARA program formally began in 1980.

The program was

documented in a corporate RC&P Manual

and implemented at Robinson and

Brunswick through

site

specific Administrative

Instructions

and

Environmental

and Radiological Control

(E&RC)

Procedures.

Since the

formal implementation of the ALARA Program at both.Robinson and Brunswick,

the RC&P Manual and associated E&RC procedures have been reviewed and

revised as appropriate to further strengthen the utilities' ALARA Program.

3. Corporate Health Physics Staff (83528/83728)

The utility's corporate

HP staff, which is located at the Harris

Environmental and Energy Center (HE&EC), reports directly to the Director

of HE&EC. The corporate Health Physics staff does not include an ALARA

section; however, technical specialists are available who provide direct

support to the plants' ALARA Program when requested.

The Senior Vice President -

Nuclear Generation

was responsible for

providing direction and resources for the utility's ALARA

and

ER&C

Programs.

The Vice Presidents of the Nuclear Projects at Robinson and

Brunswick acted on the behalf of the Senior Vice President to administer

the CP&L's Environmental

and Radiological Program and assumed primary

responsibility for implementation of the RC&P Manual.

The Manager .of HP

at HE&EC interfaced with corporate and station management

in the

implementation of the RC&P Manual and was responsible for ensuring the

program met applicable regulatory requirements.

The inspectors interviewed the Senior Vice President -

Nuclear Generation,

Vice President -

Nuclear Engineering,

Supervisor -

Nuclear Engineering,

Manager-Health Physics and two Health Physicists to determine corporate

management's knowledge and involvement in the utility's ALARA program.

The inspector determined that the Senior Vice President of Nuclear

Generation discussed ALARA goals and objectives routinely in scheduled

meetings held with corporate and station managers. It was also determined

that corporate management and staff were very knowledgeable of the ALARA

program and considered ALARA principles and objectives an important job

responsibility.

4. Corporate Health Physics Staff Activities (83528/83728)

The inspectors determined, by interviews with the Corporate HP staff, that

they only provide support for and interface with the stations'-ALARA

programs when requested. Additionally, the Corporate HP staff does not

review or evaluate annual exposure goal projections at either station.

This function could be very beneficial in CP&L's effort in reducing

station collective dose to within the industry norm.

The inspectors also determined.that the corporate HP staff does provide

technical expertise to the Corporate Quality Assurance Group to perform

audits/assessments of the stations'

ALARA Programs.

In view of these

assessments at the stations, it

was noted that no ALARA programmatic

improvements were identified.

The inspectors determined by review that the Corporate HP staff was aware

of current ALARA activities and initiatives in the industry and was

involved in communicating

and sharing

ALARA information with other

utilities and the stations' ALARA groups.

Members of the Corporate HP

staff had also visited several utilities since 1983,

to learn

new

techniques and examine dose reduction activities.

This information was

made available to both Brunswick and H. B. Robinson.

5. Conclusion (83528/83728)

The inspectors determined that Corporate Management had a strong awareness

of the importance of ALARA concepts and that the !licensee's ALARA policy

was documented and incorporated into the licenseefs RC&P Manual.

However,

the inspectors noted that there was no serious commitment of CP&L's senior

management to manage person-rem at both Robinsoniand Brunswick to reduce

collective.exposure to within industry norm. Also, the inspectors noted

that failure to have a program in place for CP&L Corporate to manage

person-rem,

either by an effective audit/assessment program of the

stations ALARA programs or by establishing challenging exposure goals,

resulted in a lack of management support of and involvement in the ALARA

program.

A strong management

commitment

and involvement to manage

collective exposure and an effective audit/assessment program of the

stations' ALARA programs is necessary.

6. Exit Interview

The assessment scope.and findings were summarized on October 5, 1988, with

those persons indicated in Paragraph 1. The inspectors described the

areas <inspected and discussed. in detail the assessment findings (see.

Paragraph 5).

The licensee acknowledged the assessment findings and took

no exceptions. The licensee did not identify as proprietary any of the

material provided to or reviewed by the inspectors during the assessment.
