(DEK), Dominion Nuclear Connecticut, Inc. (DNC) and Virginia Electric and Power Company (Dominion). Attachment 1 identifies changes made to DOM-QA-1 under the provisions of 10 CFR 50.54 since the previous submittal on June 17, 2013. Attachment 2 provides a discussion of changes made to DOM-QA-1. is a complete replacement version of DOM-QA-1 with changes indicated by a bold vertical line drawn in the margin adjacent to the portion actually changed.
The corresponding revision number is also provided next to the revision indicator line.

Serial No.14-247 Submittal of QA Topical Report Page 1 of 3 DOM-QA-1, Revision 15, Change 2013-001 This change was made to reflect organizational restructuring in support of decommissioning at Kewaunee Power Station. These changes only affect Kewaunee.
The change includes: (1) elimination of the Site Services group and realignment of those functions from Facility Operations to a newly created Projects group within Facility Engineering; (2) elimination of the Organizational Effectiveness group and realignment of the corrective action function under a newly created Plant Support group reporting to Facility Safety & Licensing; (3) realignment of the document control and records management function from corporate Licensing & Operations Support to Plant Support; and (4) realignment of the Procedures group from being a separate entity under Facility Safety & Licensing to being grouped under Plant Support.
Elimination of the Site Services group at Kewaunee The Site Services group is responsible for facility project support, including project construction and project controls. Kewaunee has been defueled for the permanent cessation of operation and entry into a SAFSTOR status resulting in a substantial reduction in project construction and controls activity performed by Site Services. For efficiency, the project construction and controls responsibilities were realigned into a Projects group within Facility Engineering. The quality assurance function affected by this change is limited to implementing construction activities in accordance with the quality assurance program. Dissolving the Site Services group within the Facility Operations and Maintenance organization at Kewaunee and reassigning project construction and controls responsibilities to Facility Engineering does not reduce the level of commitment nor impact the requisite authority or organizational freedom to perform this function making the change permissible in accordance with 50.54(a)(3)(vi).
Construction activities will continue to be conducted in accordance with the quality assurance program.
Elimination of the Organizational Effectiveness group at Kewaunee The Organizational Effectiveness group is responsible for the corrective action program and the operating experience program. Kewaunee was recently defueled for the permanent cessation of operation and entry into a SAFSTOR status resulting in a substantial reduction in resources needed. For efficiency, the responsibilities were realigned into a newly formed Plant Support group, remaining under Facility Safety &
Licensing. The quality assurance function affected by this change is the administration of the corrective action program. The ability for personnel to report items for corrective action was not impacted. Dissolving the Organizational Effectiveness group within the
Serial No.14-247 Submittal of QA Topical Report Page 2 of 3 Facility Safety & Licensing organization at Kewaunee and reassigning the quality program function to the newly formed Plant Support group within the same organization does not reduce the level of commitment nor impact the requisite authority or organizational freedom to perform this function making the change permissible in accordance with 50.54(a)(3)(vi).
Realignment of the Document Control and Records Management function at Kewaunee Kewaunee has been defueled for the permanent cessation of operation and entry into a SAFSTOR status resulting in the consolidation of support functions under a single group, Plant Support. With this change, the document control & records management function will be moved from Support Services to the newly created Plant Support group which is under Facility Safety & Licensing. This does not alter the requisite authority or organizational freedom for Document Control & Records Management personnel to perform their quality function making the change permissible in accordance with 50.54(a)(3)(vi).
Realignment of the Procedures group at Kewaunee Kewaunee has been defueled for the permanent cessation of operation and entry into a SAFSTOR status resulting in the consolidation of support functions under a single group, Plant Support. With this change, Procedures will continue to report to Facility Safety & Licensing; however, it will be by way of the Plant Support management. This does not alter the requisite authority or organizational freedom for Procedures personnel to perform their quality function making the change permissible in accordance with 50.54(a)(3)(vi).
DOM-QA-1, Revision 16, Change 2013-003 This change was made to relocate the responsibility for oversight of fire protection measures and industrial safety at Kewaunee from the Protection Services Department to the Operations Department. This change does not affect Millstone, North Anna, or Surry.
Fire protection measures include the day to day activities that implement the fire protection program, such as control of combustible materials, issuance of welding and flame permits, equipment testing and inspection, and fire prevention activities. These activities are described in the Kewaunee Fire Protection Program Plan as the responsibility of the Fire Marshal. This change is consistent with the Kewaunee Fire Protection Program Plan.
The duties and responsibilities of the personnel performing oversight of fire protection
.measures will continue to be met.
The transfer of the fire protection function from Protection Services to Operations is acceptable because fire protection verification

The transfer of the industrial safety function is acceptable because the Quality Assurance Program is not applicable to industrial safety. This change meets the criteria of 10 CFR 50.54(a)(3)(vi) for organizational revisions and is not a reduction in commitment.
