JOSEPH M. FARLEY NUCLEAR PLANT, UNIT NOS. 1 AND 2 -TRANSMITTAL OF DRAFT SAFETY EVALUATION FOR PROPOSED AMENDMENT REGARDING MINIMUM CONDENSATE STORAGE TANK LEVEL TECHNICAL SPECIFICATION (TAC NOS. ME9293 AND ME9294)
Dear Mr. Pierce:
By application dated August 20, 2012, as supplemented by letters dated October 25, 2012, November 8, 2012, July 2, 2013, and June 16, 2014, Southern Nuclear Operating Company (SNC, the licensee) submitted a request for changes to Joseph M. Farley Nuclear Plant (FNP),
Units 1 and 2, Technical Specifications (TSs). The requested changes would revise the Condensate Storage Tank (CST) water inventory specified in TS Surveillance Requirement (SR) 3.6.7.1.
Enclosed is the draft safety evaluation (SE) that the Nuclear Regulatory Commission (NRC) staff has prepared to support the proposed license amendment. The draft SE is being withheld from public disclosure at this time because it contains proprietary information pursuant to Section 2.390 of Title 10 of the Code of Federal Regulations (1 0 CFR). Proprietary information is identified by text enclosed within brackets as shown here [
] and with a vertical line in the left margin.
The NRC staff requests that SNC provide comments regarding the proprietary content in the draft SE within 5 business cjays from the date of this letter.
Since the NRC review is not yet complete, this letter and the enclosure do not convey or represent an NRC staff position regarding the licensee's request. Should the amendment be approved, the NRC staff will issue a publicly available, nonproprietary version of theSE.
Enclosure transmitted herewith contains sensitive unclassified information.
When separated from enclosure, this transmittal document is decontrolled.
