OF JUNE 24, 2014, MEETING WITH NEXTERA ENERGY, INC. AND FLORIDA POWER & LIGHT COMPANY REGARDING PLANNED TECHNICAL SPECIFICATIONS TASK FORCE-505 AMENDMENTS FOR THE TURKEY POINT 3 AND 4 AND ST. LUCIE 1 AND 2 PLANTS (TAC NOS. MF4252, MF4253, MF4254, AND MF4255)

On June 24, 2014, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a Category 1 public meeting with staff from NextEra Energy, Inc., and Florida Power & Light Company (the licensee) at NRC Headquarters, One White Flight North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's planned license amendment requests (LARs) to adopt Technical Specifications Task Force (TSTF)-505, Revision 1, "Provide Risk-Informed Extended Completion Times-RITSTF [Risk-Informed TSTF]Initiative 4b" (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML111650552), for the St. Lucie Plant, Unit Nos. 1 and 2 (St. Lucie) and Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point). The meeting notice and agenda, dated June 10, 2014, are available in ADAMS at Accession No. ML141748211. The licensee provided presentation slides, which are available at ADAMS Accession No. ML14174A402. The enclosure contains the meeting attendance list.

The licensee presented an overview of its plans to submit the TSTF-505 LARs for the Turkey Point and St. Lucie plants. The licensee discussed its planned LAR scope and submittal schedule. The licensee stated that it would submit the LAR for St. Lucie possibly in July 2014 and for Turkey Point possibly in August 2014. The licensee proposed that the NRC approve the LARs within 1 year of the submittal date. The NRC staff mentioned that because of current resource challenges, the NRC might not be able to complete its review within the requested timeframe. The NRC staff also discussed that it will give priority to plants' TSTF-505 LARs based on the order in which the NRC received them and recommended that the licensee discuss with Nuclear Energy Institute (NEI) the suggestion of providing the NRC a forecast of similar LARs from other sites. The licensee and NRC agreed to communicate any schedule impacts.

The licensee discussed its plans to have the LARs address differences between the plants' Technical Specifications (TSs) and the Improved Standard Technical Specifications and clarify any differences between the LARs and the TSTF-505 model application. The NRC staff clarified that the licensee's noted TS 3.3.1, Function 20 editorial error in TSTF-505 (refer to Slide 10 of the licensee's presentation) was not an editorial error and that the LARs would have to address any differences from the TSTF-505 model application.

The licensee discussed its probabilistic risk assessment (PRA) models, impacts on external events PRA, configuration risk control, and planned training program. The NRC staff asked the licensee to clarify how it will synchronize its approach for updating multiple PRA models into a combined model. The NRC staff suggested that the licensee include in its LARs all PRA peer review findings and their impacts on the LARs. The licensee asked the NRC staff to consider how modifications related to a change in the fire protection program licensing basis (e.g., new reactor coolant pump seals) expected to be completed after the proposed implementation of the TSTF-505 LARs could affect the NRC's review of the planned LARs.

The NRC staff said that the licensee's LARs should reference Revision 0-A of NEI 06-09, "Risk-Informed Technical Specifications Initiative 4b: Risk-Managed Technical Specifications (RMTS) Guidelines" (ADAMS Accession No. ML122860402), and that the licensee should evaluate the loss of safety function(s) for each Condition in the TS Limiting Conditions for Operation on a plant-specific basis. If a loss of safety function exists for the plant, then the Condition Note that restricts voluntarily entering the Condition is required in order to be consistent with TSTF-505. A potential gap in NEI 06-09 exists when TS operability is lost but PRA functionality is maintained during emergent conditions. The NRC staff said that the potential gap will need to be addressed in the LARs and referred the licensee to the request for additional information documentation for the Vogtle plant at ADAMS Accession Nos. ML14132A313 and ML13217A072.
