Industry d Proposall ffor EA-13-109 Phase 2 NRC Public Meeting June 19 19, 2014

Phase 2 Discussion Agenda

  • Order EA EA-13-109 13 109 Phase 2 Options and Requirements

Rev 0 Guidance

  • Rulemaking Insights
  • Industry proposal for Phase 2 Option 2 - Key Elements
  • Path Forward
  • Schedule 2

Order EA-13-109 Phase 2 Options and Requirements

  • B.1 B 1 - Design and install a drywell vent that:

- Can vent the containment atmosphere and control containment pressure within acceptable limits during severe accident conditions

- Meets the same functional requirements for quality and programmatic requirements defined in Section A (wetwell vent) 3

Order EA-13-109 Phase 2 Options and Requirements

  • B B.2 2 - Develop and implement a reliable containment venting strategy that makes it unlikelyy that a drywell y vent is needed

- Shall be part of an overall accident management plan

- Provide supporting pp g documentation demonstratingg that containment failure, as a result of overpressure, can be prevented without a drywell vent

- Implement the strategy using procedures, installed or portable equipment and instrumentation 4

NEI 13-02 Guidance Links k Phase h 2 and d Rulemaking l k

- Phase 2 activities should be informed by analysis/calculations and filtering strategies Rulemaking that show system designs and use of operating procedures provide reasonable confidence against drywell head seal gross leakage 6/19/2014 5

Rulemaking Insights

  • As industry progresses on technical work related to filt i strategies, filtering t t i additional dditi l iinsights i ht are coming i tto light

- Priority should be on Severe Accident Water Addition (SAWA) to accrue the greatest safety benefit

- The safety benefit of a severe accident vent is significantly enhanced by water addition

- Other strategies have secondary impacts on safety

  • Whether a drywell vent is needed depends on water management (accident management)

- Functional requirements also depend on water addition/management strategies Design temperature Vent size Severe S accident id t capability bilit 6/19/2014 6

EA-13-109 EA 13 109 Phase 2

  • Major Elements

- Severe Accident Water Addition (SAWA)

  • Controlled water addition may be used to extend use of wetwell vent path
  • Procedures to support addition strategy (EPG/SAGs)
  • Part of an overall accident management plan that may be further enhanced by rulemaking

- Severe Accident Water Management (SAWM)

  • EEvaluation l ti tto showh th thatt water t managementt d delays l th the need for drywell vent (maintains wetwell vent path),

e.g., limiting rate of water addition.

Industry Proposal for Phase 2 - SAWA

  • Hardware aspects - severe accident capable

- Water addition point - RPV/Drywell

- Water addition pump - delivery pressure and flow and timing

- Motive force

- Instrumentation

- Severe accident considerations Temperature Radiation 6/19/2014 8

Path Forward

  • No anticipated schedule change for EA-13-109 Phase 1
  • Achieve NRC/industry alignment on water addition strategygy for Phase 2 compliance p
  • No anticipated schedule change for EA-13-109 Phase 2
  • Use water addition ddi i as an acceptable bl option i to fulfill Phase 2 B.2 requirements
  • Agree to proposed Phase 2 guidance schedule for SAWA
  • Develop guidance schedule for SAWM 6/19/2014 9
