On March 12, 2012, the Nuclear Regulatory Commission (NRC) issued Reference 1 to all power reactor licensees and holders of construction permits in active or deferred status. Enclosure 2 of Reference 1 requested that each licensee perform a reevaluation of external flooding sources and report the results in accordance with the NRC's prioritization plan. In Reference 2, Nebraska Public Power District (NPPD) submitted an extension request for the submittal of the flood THE ATTACHMENT TO THIS LETTER CONTAINS SECURITY-RELATED INFORMATION.

SECURITY-RELATED INFORMATION-WITHHOLD UNDER 10 CFR 2.390 NLS2014052 Page 2 of2 hazard reevaluation (FHR) report for Cooper Nuclear Station (CNS). Reference 2 also contained a project schedule which outlined the activities required to complete the FHR. In Reference 3, the NRC provided the U.S. Army Corps of Engineers (USACE) portion of the CNS FHR.
On May 9, 2014 (Reference 4), the NRC and NPPD held a meeting to discuss potential interim actions for the FHR based on the USACE results in Reference 3.
The attachment to this letter contains interim actions that NPPD plans to take to address higher flooding hazards relative to the design basis until the full FHR for CNS is completed. The completion dates are based on time needed to fully implement the interim strategy (purchase equipment, develop procedure, and provide training). NPPD will not modify any of these interim actions or completion dates without notifying the NRC in advance.
