Annual Summary of Changes, Tests and Experiments at Aerotest Radiography and Research Reactor (ARRR), Docket no. 50-228, for the period of 1 July 2011 to 30 June 2012.

Gentlemen:

The enclosed report summarizes the ARRR operations from July 1, 2011 through June 30, 2012. This submittal complies with the requirements set forth in 10 CFR 50.59, "Authorization of Changes, Tests and Experiments."

In order to comply with NRC requirements to resolve foreign ownership issues, Aerotest Operations, Inc. voluntarily ceased reactor operations on Oct. 15, 2010 and remains shutdown pending a potential transfer of ownership to a US company. As such, summary forms of monthly operations and unscheduled power reductions are not applicable and are therefore not included in this report.

During a 100% fuel element inspection performed from Dec. 5 to 7, 2011, one additional aluminum fuel element and 7 additional graphite elements could not be withdrawn through the reactor's upper grid plate, bringing the total to 27 aluminum fuel elements and 12 graphite elements that cannot be withdrawn through the upper grid plate. Also, 4 of these aluminum fuel elements were found to have developed cracks since they were last inspected. These results were reported to the NRC. Plans have been developed to remove these 27 aluminum fuel elements and 12 graphite elements from the core and to canister all cracked fuel elements in July, 2012 under the observation of an NRC inspector. (18 additional cracked aluminum fuel elements were discovered during this July, 2012 reactor fuel work).
