TURKEY POINT NUCLEAR GENERATING UNIT NOS. 3 AND 4-CORRECTIONS TO TECHNICAL SPECIFICATIONS (TAC NOS. MF4173 AND MF4174)
Dear Mr. Nazar:
The U.S. Nuclear Regulatory Commission (NRC) staff identified typographical errors in the Technical Specifications (TSs) for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point). These errors were inadvertently introduced in Amendment Nos. 234 and 229 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML071800411 ), dated July 17, 2007, for Units 3 and 4, respectively, and Amendment Nos. 251 and 247 (ADAMS Accession No. ML12130A089), dated June 21, 2012, for Units 3 and 4, respectively. The NRC is issuing this letter to correct those errors in accordance with the guidance in the January 16, 1997, NRC memorandum (ADAMS Accession No. ML103260096),
which is derived from the December 17, 1996, Staff Requirements Memorandum (ADAMS Accession No. ML003754054) for SECY-96-238 (ADAMS Legacy Library Accession No. 9611250030).
By license amendment application dated January 27, 2006 (ADAMS Accession No. ML060900250), Florida Power & Light Company (the licensee) requested that the NRC remove TS page 3/4 9-16, which contained Table 3.9-1. The NRC approved the licensee's request with issuance of Amendment Nos. 234 and 229. The attachment to the amendments, which showed the summary of affected TS pages, did not list TS page 3/4 9-16 as removed; however, the NRC staff's safety evaluation for these amendments concluded that replacement of Table 3.9-1 with Tables 5.5-1 and 5.5-2 was acceptable. Therefore, the attachment to the amendments should have listed TS page 3/4 9-16, which consisted only of Table 3.9-1, as removed. The NRC staff determined that the omission of TS page 3/4 9-16 from the listing of affected TS pages was an inadvertent typographical error. Therefore, the NRC is deleting page 3/4 9-16 from the Turkey Point TSs, as noted in the enclosure to this letter.
By license amendment application dated May 25, 2011 (ADAMS Accession No. ML11161A062),
the licensee requested that the NRC delete Section 5.6, including Table 5.6-1, from the TSs.
Section 5.6 and Table 5.6-1 were contained in TS pages 5-18 and 5-19, respectively. On June 15, 2012, the NRC issued Amendment Nos. 249 and 245 (ADAMS Accession No. ML11293A365, related to a separate license amendment request) for Units 3 and 4, respectively, which moved Section 5.6 and Table 5.6-1 toTS pages 5-17 and 5-18, respectively.
Six days later, on June 21,2012, the NRC issued Amendment Nos. 251 and 247, which intended to delete Section 5.6, including Table 5.6-1, from the TSs. However, instead of deleting TS pages 5-17 and 5-18, the amendments deleted TS pages 5-18 and 5-19. The NRC staff determined that this was an inadvertent typographical error that resulted from issuing the license amendments out-of-sequence. Therefore, the NRC is deleting page 5-17 from the Turkey Point TSs, as noted in the enclosure to this letter.
