QUESTIONS ON WHITE PAPER DESCRIBING PROPOSED METHODOLOGY AND CRITERIA REGARDING SMALL MODULAR REACTOR EMERGENCY PLANNING ZONE

Dear Mr. Bell:

On April 8, 2014, the Nuclear Regulatory Commission (NRC) staff held a public meeting with representatives from the Nuclear Energy Institute (NEI) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14113A610). During the meeting, NEI led a presentation that was based on its December 2013 white paper describing a proposed methodology and criteria for establishing the technical basis for small modular reactor plume exposure emergency planning zone sizing (ML13364A345). The white paper was issued in part as a response to SECY-11-0152, Development of an Emergency Planning and Preparedness Framework for Small Modular Reactors (ML112570439), dated October 28, 2011. After NEIs presentation, a discussion was held with the NRC staff, followed by a public question and answer session. At the conclusion of the public meeting, NRC agreed to provide follow-up questions seeking clarification on the proposed methodology presented in the white paper.

The attached enclosure contains the staffs follow-up questions. The NRC staff looks forward to receiving a timely response to those questions and to continuing the discussion on the industry-proposed approach.
