Dairyland Power Cooperative (DPC) is submitting this letter to clarify some of the information previously reported in our Decommissioning Funding Status Report of Reference I for LACBWR (the "Report" -

ADAMS Accession No. ML14073A068).

Sections 2.1 and 2.2 of the Report reported on the actual cost for decommissioning in 2013 and the change in the estimated cost for decommissioning during 2013. Upon additional review of the Report, we wish to clarify the determination of the actual cost and the estimated cost for that decommissioning work.

Due to an extended period of effort during 2012 to complete the removal of spent fuel from wet storage in the reactor building and the movement of the fuel to dry storage in the ISFSI on the LACBWR site, a significant amount of personnel costs at LACBWR in 2013 was incurred for personnel leave time that had been deferred from 2012. After loading of the ISFSI was completed, a portion of plant expenses and personnel time not used for decommissioning activities in 2013 was recorded to an accounting code for decommissioning. Due to this, decommissioning cost in 2013 was recorded initially as approximately

$5.9 million. Upon further review of actual costs for decommissioning activities in 2013 by the DPC decommissioning project manager, $2,722,838 was determined to be the appropriate actual cost for decommissioning activities accomplished in 2013, and was the actual cost stated in the Report. In early 2014, DPC instituted enhanced accounting procedures to more accurately identify actual decommissioning tasks to the elements of the decommissioning cost estimate.

Document Control Desk LAC-14306 Page 2 May 21, 2014 The site-specific cost estimate to complete decommissioning was significantly revised in 2013 to adjust for complete demolition and disposal of certain structures that were previously assumed to be decontaminated and left intact. Section 2.2 of the Report reported the updated cost estimate, but failed to compare the actual cost for decommissioning activities in 2013 to the estimated cost of those activities under the updated Cost Study, which was $2,762,177. The actual cost of $2,722,838 was $39,339 under the estimated cost of those decommissioning activities. The Report mistakenly reported the actual cost as being the same as the estimated cost, because for internal DPC accounting purposes, the updated cost estimate for the cost to complete decommissioning was made at the end of 2013.
