2. Duke Energy Letter, "FloodHazard Reevaluation Report in response to NRC letter, "Request for Information Pursuantto Title 10 of the Code of FederalRegulations 50.54(0 Regarding Recommendations 2.1, 2.3, and 9.3, of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichiAccident," dated March 12, 2013 Ladies and Gentlemen, By letter dated March 12, 2013, Duke Energy submitted the ONS Flood Hazard Reevaluation Report (FHRR) (Reference 2) in response to the NRC's March 12, 2012 request for information per 10 CFR 50.54(f) related to Fukushima (Reference 1). As a result of continuing communications with the NRC and FERC regarding the flood analysis in the FHRR, Duke Energy contracted the services of an independent reviewer to assess the Jocassee dam breach analysis for the purpose of addressing questions raised by both the Nuclear Regulatory Commission (NRC) and Federal Energy Regulatory Commission (FERC). The NRC has subsequently requested that Duke Energy submit the results of the independent review. Thus, a report titled; "Validationof HRR Breach Hydrographfor Jocassee Dam" by Joseph L. Ehasz, P.E. and Dr. David S. Bowles, P.E., dated April 2014, is provided as Enclosure 1.

It is Duke Energy's understanding that the NRC is responsible for forwarding the report to FERC, in support of FERC's acceptability assessment of the Jocassee breach analysis. A timely submission to FERC is needed because their review supports Duke Energy's ability to meet NRC's expectations for completion of site modifications related to mitigation of a postulated upstream dam failure by 2016. contain Security Sensitive information - Withhold from public disclosure under 10 CFR 2.390(d)
