RE: Wolf Creek Pre-Application Meeting - New TS for Class 1E A/C System - 5/20 14 Importance: High Fred - I called and left a voice mail message at 10:15 CST and indicated that I would followup with an email. As you are aware, there have been several upper management level changes from when we originally request the presubmittal meeting on 2/10/14. We have had several meetings over the last week to discuss the issue and in a meeting this morning, it was determined that we would not submit a license amendment request at this point in time. This decision was based on re-review of previous industry experience in this area, our intent to modify the plant to install backup cooling trains in Fall 2016 and the expected review time of an amendment request. As we proceed through the design process on the modification, it may be determined that a license amendment request is needed or appropriate and will re-engage the NRC at that time. Therefore, we are requesting that the 5/20/14 presubmittal meeting be cancelled.

We appreciate your efforts in arranging this meeting and apologize for any inconvenience. If you have any questions, please let me know. Thanks.

WCNOC is proposing that a pre-submittal meeting be held to discuss a license amendment request that adds new TS 3.7.20, Class 1E Electrical Equipment Air-Conditioning (A/C) System, that establishes requirements for the Class 1E Electrical Equipment A/C System trains (SGK05A and SGK05B).

WCNOC is planning to submit a license amendment request that adds new TS 3.7.20, Class 1E Electrical Equipment Air-Conditioning (A/C) System, that establishes requirements for the Class 1E Electrical Equipment A/C System trains (SGK05A and SGK05B). The license amendment request is intended to address three previously identified issues when one of the two Class 1E electrical equipment A/C trains is nonfunctional. The three issues are: 1) TS definition of OPERABILITY and its application to a non-TS support system that supports several electrical systems which 1

have specific LCOs in the TSs, 2) with the A/C trains not in TSs, TS LCO 3.0.6 cannot be utilized for taking a train out of service, and 3) no guidance exists for application of single failure criteria when taking an A/C train out of service with the trains not in TSs. Additionally, preventative maintenance activities to maintain equipment reliability require taking the Class 1E electrical equipment trains out of service which is not degraded or nonconforming condition. This currently cannot be performed in MODES 1 through 4 as this would require intentional entry into the Conditions/Required Actions of TS 3.8.4, TS 3.8.7 and TS 3.8.9 as well as entry into LCO 3.0.3. As both Class 1E electrical equipment A/C trains are in service during normal operation, new TS 3.7.20 will provide the allowance to perform necessary preventative maintenance activities and should result in improved reliability of the system.

WCNOC is pursuing a modification for the installation of two redundant/independent Class 1E electrical equipment A/C alternate backup cooling trains. The installation of this modification will allow an A/C train to be taken out of service and not require entry into the specification or the use of mitigating actions. The modification is planned for installation in Refueling Outage 21 (Fall 2016). Additional changes to the TSs being proposed should not be required.
