SUMMARY

OF APRIL 30, 2014, PUBLIC MEETING WITH THE BOILING WATER REACTOR OWNERS GROUP On April 30, 2014, U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of the Boiling Water Reactor Owners Group (BWROG) in a public meeting at NRC headquarters in Rockville, Maryland. The enclosure provides a list of those in attendance and those that participated by teleconference. Information presented at the meeting by the BWROG representatives is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML14120A353.

The purpose of the meeting was for the NRC staff and BWROG representatives to discuss the status of issue resolution and year 2014 submittals from the BWROG for review.

Opening remarks were made for the NRC by Mr. David Pelton, Acting Deputy Director of the Division of Safety Systems, Office of Nuclear Reactor Regulation. Following this, Mr. Sam Harvey, BWROG Vice Chair presented the first of several briefings by the BWROG.

Mr. Harveys briefing included informative remarks about recent BWROG leadership changes, BWROG submittals since the last public meeting (December 4, 2014, meeting summary at ADAMS Accession No. ML13353A077), prior submittals pending review, meeting objectives, Emergency Core Cooling System Suction Strainer (ECCS SS) Committee organization overview and summary.

Mr. Steve Scammon of Energy Northwest and ECCS SS Committee Chairman presented a more detailed review of the status of BWROG submittals including a fuels subcommittee update and a forecast for remaining 2014 submittals.

Mr. Phillip Grissom of Southern Nuclear Corporation and ECCS SS Committee Vice Chairman for Head Loss presented an update on the status of the head loss effort.

Mr. Brad Tyers of Exelon and ECCS SS Committee Vice Chairman for Downstream Effects -

Components presented an update on the status of efforts of the downstream effects -

components subcommittee.

Mr. Tony Borger of Pennsylvania Power and Light, ECCS SS Subcommittee Chairman for Debris Source Term presented an update on debris source term efforts.

A. Mendiola Dr. Matthew Horowitz of Alden Labs presented an update on the fuels testing program including the fuels test apparatus at Alden.

Mr. Steve Sawochka of NWT Corporation presented an update briefing on the status of the chemical effects testing program. An NRC staff technical reviewer requested the BWR plant materials survey data, referred to in Mr. Sawochkas presentation, in order to facilitate the staffs review of the BWROGs chemical effects test program. BWROG representatives stated that they would provide this data to the staff.

An NRC staff technical reviewer discussed with BWROG representatives recent efforts to review BWROG responses to supplemental NRC staff requests for additional information (RAIs) concerning the review of NEDC-33608P, Licensing Topical Report: Boiling Water Reactor Emergency Core Cooling System Suction Strainer In-Vessel Downstream Effects (public version at ADAMS Accession No. ML110140481) as well as a Benchtop Test Program Description which appears as Attachment B to the BWROG responses to supplemental RAIs for the review of this Topical Report. This review had been delayed since summer 2013 due to the reviewer being reassigned to the NRC Mitigating Strategies Directorate (MSD). The NRC staff reviewer was in attendance and indicated that he had since performed a review of the all of the supplemental RAI responses and the Benchtop Test Program Description during a recent time period that afforded him an opportunity for it.

The NRC staff reviewer indicated that the same level of agreement between him and the BWROG exists on many of the RAIs as did prior to him being reassigned to the MSD but that he and the BWROG were not aligned on some of the RAIs and some portions of the Benchtop Test Program Description. The NRC staff reviewer stated that he would discuss with his management a path forward for this review which would necessarily include transferring the review to other NRC staff. One possibility that was mentioned is for the current reviewer to prepare a draft safety evaluation (SE) for the review based on work done to this point and then turn the review over to other NRC staff. This is only one approach that will be considered by the NRC in the coming weeks. The current NRC staff reviewer indicated that he would like to discuss with the BWROG the results of his review thus far, in another forum, so the details may be worked out which might be beneficial in deciding upon a plan of action for the review going forward. The NRC staff and BWROG representatives decided to discuss this in a teleconference within a few weeks of this meeting. A teleconference was held on May 15, 2014, in which details of the review were discussed although plans for turnover of the review to another staff member are still being evaluated.

The NRC staff and BWROG representatives discussed closure of three of the twelve overarching ECCS SS technical issues. These three are identified as Issue #6, Latent Debris, Issue #7, Zone of Influence Adjustment for Air Jet Testing and Issue #12, Spherical Zone of Influence. The BWROG had requested closure of these three technical issues based on information presented in a letter dated February 14, 2014 (ADAMS Accession No. ML14051A100). (For a description of all twelve of the technical issues see ADAMS Accession No. ML081620552.) An NRC staff technical reviewer indicated that in order to facilitate the review of Issue #6, Latent Debris, the staff would like to see the BWROG containment walkdown procedure that licensees followed to walkdown their containment in order to provide input to this evaluation. The BWROG representatives agreed to furnish the NRC staff with this procedure. For Issue Nos. 7 and 12, the NRC staff indicated the review was ongoing.

A. Mendiola The BWROG representatives stated and indicated in their presentation that the ECCS SS evaluation effort final milestone would now need to be extended from 2018 until year 2020. This is due to resource challenges facing both the BWROG and the NRC due to Fukushima response activities. The NRC manager present, Mr. David Pelton, acknowledged this necessary schedule extension.

No members of the public were present in the meeting room and none made themselves known on the telecom line, therefore, there were no questions or comments from the public.
