Dear Mr. Pierce:
By letter dated September 26, 2012, (Agencywide Documents Access and Management System Accession No. ML12271A229), Southern Nuclear Operating Company, Inc. (SNC or the licensee), submitted a license amendment request (LAR) to revise the Completion Time (CT) for Technical Specification (TS) 3.7.14, "Engineered Safety Features (ESF) Room Cooler and Safety Related Chiller System." The LAR proposes to revise the CT for Condition A, "One ESF room cooler and safety-related chiller train inoperable," from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 7 days.
The U.S. Nuclear Regulatory Commission staff finds that additional information is needed as set forth in the enclosure. Please provide the additional information within thirty (30) days of the date of this letter.

REQUEST FOR ADDITIONAL INFORMATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION VOTGLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 SOUTHERN NUCLEAR OPERATING COMPANY DOCKET NOS. 50-424 AND 50-425 By letter dated September 26 2012, (Agencywide Documents Access and Management System Accession No. ML12271A229), Southern Nuclear Operating Company, Inc. (SNC or the licensee), submitted a license amendment request (LAR) to revise the Completion Time (CT) for Technical Specification (TS) 3. 7.14, "Engineered Safety Features (ESF) Room Cooler and Safety Related Chiller System." The proposed License Amendment Request (LAR) would increase the Completion Time forTS 3. 7.14, Condition A, from "72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />" to "7 days OR 14 days for chiller overhaul maintenance." SNC's letter of December 5, 2013 (ADAMS ML13340A381) responded to previous requests for additional information.
VEGP Final Safety Analysis Report (FSAR) Section 9.2.9.1.1.1.B states:
The essential chilled water system is designed to maintain stipulated ambient air temperature of the engineered safety features (ESF) equipment rooms and the switchgear rooms during operation under accident conditions below the maximum design ambient air temperature of 1 04°F.
SNC provides a table in its letter dated December 5, 2013 which listed safety-related systems in each of the rooms affected by loss of Unit 1 Train 1 A safety related chiller.
Request The NRC staff requests that SNC provide a summary of the VEGP analysis and assumptions, which calculate the ambient air temperatures of each room identified in the table of the December 5, 2013 letter, when its associated safety-related chiller system is out of service
. (inoperable) during operation under design basis accident/event conditions and the time it takes to reach the maximum design ambient air temperature of 104 oF after accident/event initiation. Also, clarify your actions, such as entry into supported systems TS LCOs and action statements when the support system (safety-related chiller) is inoperable.
The information requested is associated with the loss of Unit 1 Train 1 A safety-related chiller. If the corresponding information, i.e. time to reach 104 °F, for the rooms and equipment associated with Unit 1 Train 1 B safety-related chiller differ from that of Unit 1 Train 1 A, identify the differences.
