Confirmatory Order Modifying License, EA-09-009, EA-09-203, December 22, 2009 The purpose of this letter is to provide the results of an assessment of nuclear safety culture performed for the Tennessee Valley Authoritys (TVA) Browns Ferry Nuclear Plant, Sequoyah Nuclear Plant, Watts Bar Nuclear Plant and the Nuclear Power Group corporate organization. The assessment survey was performed for TVA by SYNERGY Consulting Services (SYNERGY) between January 2013 and September 2013. Currently, TVA is developing corrective actions to address issues identified during the assessment consistent with Section III.2.c of the Referenced Confirmatory Order. The assessment as described below is being forwarded, by TVA, for NRCs consideration.

Attachments 1 through 8 constitute the above-mentioned SYNERGY assessment. contains TVAs affidavit requesting the NRC withhold the assessment in its entirety because it constitutes privileged and confidential commercial information as described in 10 CFR 2.390(a)(4) that could negatively impact TVAs interests if it were released. Attachments 10 and 11 contain SYNERGYs application and affidavit requesting that portions of the assessment be withheld from public disclosure because it contains confidential SYNERGY trade secrets and proprietary information.
