Sero:
We have recently reviewed the safety implications of a Technical Specification error in allowable pressurizer heatup rate for several operating plants using Westinghouse nuclear steam supply systems.
Westinghouse had originally recommended using a heatup rate of 200 0 F/hr. However, Westinghouse reported that this was in error and that a heatup rate must be limited to 1000 F/hr.
As discussed with Messrs. F. Gigliotti and D. Dudek.of your staff on September 13, 1978, we request that you confirm in writing that you are performing an audit review of the stress analyses for components of the reactor coolant pressure boundary to assure that no similar inadvertent errors exist that could adversely affect safe plant operation or require further restrictions to be imposed in the Technical Specifications for plants using Westing house NSSSs.
We request that, within 15 days of receipt of this letter you provide us with your confirmation and your schedule for completing this audit review.
A prompt response will allow us to resolve this matter in a timely manner.
