U.S. Department of Homeland Security RegionV 536 South Clark Street, Floor 6 Chicago, IL 60605 FEMA MAR 2 7 2014 Ms. Cynthia D. Pederson Regional Administrator U.S. Nuclear Regulatory Commission Region III 2443 Warrenville Road, Suite 210 Lisle, Illinois 60542-4351
Dear Ms. Pederson:
Enclosed is one copy of the After Action Report (AAR)/Improvement Plan (IP) for the November 12, 2013 Radiological Emergency Preparedness Medical Services Drill for the Quad Cities Station.
No Deficiencies or Areas Requiring Corrective Action were identified during this exercise.
One new Plan Issue was identified during this exercise for the State of Illinois.
The Plan Issue, 51-13-3a1-P-01, for the State of Illinois was identified under Criterion 3.a.l-The OROs issue appropriate dosimetry, KI, and procedures, and manage radiological exposure to emergency workers in accordance with the plans/procedures. Emergency workers periodically and at the end of each mission read their dosimeters and record the readings on the appropriate exposure record or chart. Appropriate record-keeping of the administration of KI for emergency workers is maintained.
The Morrison Community Hospital Plan does not properly address distribution and tracking of Permanent Record Dosimeters (PRDs) or Direct-Reading Dosimeters (DRDs) for emergency workers. The plans/procedures did not identify the dosimetry, including DRDs and PRDs, to be used by emergency workers.
If you have any questions, please contact William King, Chairman, Regional Assistance Committee, United States Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA), Region V, at (312) 408-5575 or Todd Gemskie, Technological Hazards Program Specialist, DHS/FEMA, Region Vat (312) 408-4443.
