R.E. Ginna Nuclear Power Plant Docket No. 50-244 and 72-67 Changes to the R. E. Ginna Nuclear Power Plant Security Plan, Training and Oualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program Pursuant to the requirements of 10 CFR 50. 54 (p), attached is Revision 7 to the R. E. Ginna Nuclear Power Plant Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program. A summary of changes is provided in Attachment 1 and the revised Plan is provided in Attachment 2. The attached documents are classified as Safeguards Information.
This Security Plan change submittal is in regards to revising Table 1: Critical Task Matrix of the aforementioned R.E. Ginna Nuclear Power Plant Security Plan with revision 7 of NEI 03-12.
NEI 03-12 is the NRC endorsed industry template utilized for developing a licensee Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program. This template contains a mandatory minimum list of must perform critical tasks necessary for the implementation of the site's Security Training and Qualification Plan. Within NEI 03-12 revision 7 section 3.1 affords the licensee the opportunity to describe within their facility procedures any additional critical tasks deemed appropriate and necessary for individuals to be trained and qualified prior to assignment of responsibilities for critical tasks.
Pursuant to 50.54(p) requirements a review was conducted to ensure there will be no reduction in the training and qualification for members of the Security Force. The training and qualification currently committed to in revision 6 of the R.E. Ginna Nuclear Power Plant Security Plan, Table 1 that are not mandatory will be maintained, however will be listed in facility procedures and have been analyzed utilizing a systematic approach to training.

Ginma Station's protective strategy and R.E Ginna Nuclear Power Plant Security Plan, Training and Qualification Plan, Safeguards Contingency Plan and Independent Spent Fuel Storage Installation Security Program, Revision 6, Section 3 states "Only the critical tasks necessary for implementation of the Ginna Station Security Plan and protective strategy are identified, described and categorized by duty position in the plan." In addition section 3.1 states that "Ginma Station describes, within facility procedures, any additional critical tasks deemed appropriate and necessary for individuals to be trained and qualified prior to assignment of responsibilities for critical task(s)."
