The NRC questioned what the impact would be to the modification implementation schedule and declaring the Open Phase Condition (OPC) detection/protection system operable by December 31, 2017 due to the identified deviation to the December 31, 2016 implementation milestone.
Columbias monitoring period will begin following final field installation during the Spring 2017 refueling outage. As documented in letter GO2-14-014 dated February 3, 2014, Columbia intends to meet the final December 31, 2017 milestone date established in the NEI Industry Initiative on OPC. Activities which will be completed by December 31, 2017 include:
- completion of system monitoring and implementation of design adjustments,
- activation of the OPC detection/protection system,
- completion of associated UFSAR updates, and
- submittal of any required technical specification (TS) updates.
The system will be made functionally available by December 31, 2017. If during the monitoring period any adverse impacts to plant safety are identified that would preclude activation by December 31, 2017, a deviation will be processed via the process established in NEI 13-12 (Open Phase Condition Industry Guidance Document). If there are TS changes required, then system operability may be established at a date later than December 31, 2017 to accommodate NRC review and approval time, and implementation of any approved TS changes.
