On March 12, 2012, the Nuclear Regulatory Commission issued an Order (Reference 1) to Nebraska Public Power District (NPPD). Reference 1 was immediately effective and directs NPPD to install reliable spent fuel pool level instrumentation. Specific requirements are outlined in Attachment 2 of Reference 1.

NLS2014018 Page 2 of 3 Reference 1 required submission of an initial status report 60 days following issuance of the final interim staff guidance (Reference 2) and an overall integrated plan pursuant to Section IV, Condition C. Reference 2 endorses industry guidance document NEI 12-02, Revision 1, (Reference 3) with clarifications and exceptions identified in Reference 2. Reference 4 provided NPPD's initial status report for Cooper Nuclear Station (CNS) regarding reliable spent fuel pool instrumentation. Reference 5 provided CNS' overall integrated plan.

Reference 1 requires submission of a status report at six-month intervals following submittal of the overall integrated plan. Reference 3 provides direction regarding the content of the status reports. The purpose of this letter is to provide the second six-month status report pursuant to Section IV, Condition C.2, of Reference 1, that delineates progress made in implementing the requirements of Reference 1. The attached report provides an update of milestone accomplishments since the last status report, including any changes to the compliance method, schedule, or need for relief and the basis, if any.

This letter contains no new regulatory commitments.

NLS2014018 Attachment Page 1 of 4 Attachment Nebraska Public Power District's Second Six-Month Status Report for the Implementation of Order EA-12-051, Order Modifying Licenses with Regard to Reliable Spent Fuel Pool Instrumentation Introduction Nebraska Public Power District (NPPD) developed an overall integrated plan for Cooper Nuclear Station (CNS) (Reference 2), documenting the requirements to install reliable spent fuel pool level instrumentation, in response to Nuclear Regulatory Commission (NRC) Order Number EA-12-051 (Reference 1). This attachment provides an update of milestone accomplishments since submittal of the overall integrated plan, including any changes to the compliance method, schedule, or need for relief/relaxation and the basis, if any.

Milestone Accomplishments The following milestone(s) have been completed since the development of the overall integrated plan (Reference 2), and are current as of January 31, 2014:

Develop Training Plan Aug 2016 Not Started Training Complete Oct 2016 Not Started Changes to Compliance Method Section 4.1 of the overall integrated plan (Reference 2), described the measurement range of the system from one foot above normal level of the pool to one foot below the top of the fuel rack.

A change to the bottom range was previously discussed in NPPD's August 2013 submittal (Reference 3). Subsequent to this, during detailed design work, it has been determined the top of the probe will be approximately 8.5 inches above the normal pool level versus the one foot mentioned Reference 2.

Need for Relief/Relaxation and Basis for the Relief/Relaxation NPPD expects to comply with the Order implementation date and no relief/relaxation is required at this time.

NLS2014018 Attachment Page 3 of 4 Requests for Additional Information In Reference 4, the NRC requested additional information (RAI) regarding the overall integrated plan. In Reference 5, NPPD stated that the RAI questions could not be fully answered as the final design was not complete. NPPD further stated that the requested information will be provided in the August 2014 status update or sooner if available.

In Reference 6, the NRC issued the interim staff evaluation (ISE) for CNS which included the previous RAIs and supplemental RAIs. The NRC requested that all information be provided by May 31, 2016, to ensure any issues are resolved prior to the date by which NPPD must complete full implementation of the Order. The following table lists the open RAIs from the ISE and status of each item.
