Thanks, Jim Kim NRR/DORL 301-415-4125 Request for Additional Information During the current re-fuelling outage (RF-19), while performing the inspections on the reactor vessel interior (Category B-N-1, B13.10), the submersible inspection vehicle did not produce sufficient image quality to satisfy the VT-3 standards. The licensee stated that continuation of VT-3 of the reactor vessel interior will require substitution of submersible inspection vehicle with manually operated inspection methods which will increase radiological dose to personnel. Therefore, by letter dated February 26, 2014, the licensee requested an expedited verbal approval for deferring the examination of the reactor vessel interior until RF20 in the year 2016.

Based on the review of the February 26, 2014 submittal, the staff determined to issue a request for additional information (RAI) as addressed below, so that it can complete the review.

RAI-1: Provide the date of, and the findings of the previous B-N-1 inspections specifically, addressing the following issues:

Distortion or displacement of parts; loose, missing, or fractured fasteners; foreign material, corrosion, erosion, or accumulation of corrosion products; wear; and structural degradation.

RAI-2: The February 26, 2014, submittal does not adequately demonstrate a specific basis for hardship or unusual difficulty. Provide the following:

a. A discussion on the specific causes of hardship, or unusual difficulty, in support of an evaluation under 10 CFR 50.55a(a)(3)(ii). Specifically, address ALARA concerns (including personnel exposure estimates), or creating significant hazards to plant personnel.

b. An estimate with respect to the total radiological exposure to the personnel (in man-rem) if manual inspections are to be performed in lieu of submersible inspection vehicle on the reactor vessel interior during RF-19.

c. The survey data that will elaborate the radiation and contamination levels of the Mark III containment at GGNS. It is our understanding that the radiation levels at the re-fuelling floor of the Mark III containments is low.

d. Information on the availability of alternate or backup equipment that could produce sufficient image quality to satisfy the VT-3 standards during RF-19.

RAI-3: In its submittal dated February 26, 2014, the licensee identified as a precedent the NRC staff approval of a prior request for B-N-1, B13.10 reactor vessel interior examinations at the Perry Nuclear Power Plant (ADAMS Accession No. ML120180372). After the review of the staff safety evaluation (SE), the staff finds that it did not approve any deferral of the examinations for the B-N-1 component at Perry Nuclear Power Plant. The staff requests that the licensee provide an explanation for referencing the Perry SE in the context of the current submittal by the licensee for GGNS, Unit 1.
