In Reference 1, the Staff documented their review of the renewal of the Duane Arnold Energy Center (DAEC) Operating License. NextEra Energy Duane Arnold, LLC made various commitments which were reviewed by the Staff and documented in Reference 1. Commitment 22 concerns the implementation of the Inspection of Overhead Heavy Load and Light Load (Related to Refueling)

Handling Systems Program. The commitment stated that procedures would be enhanced to record usage of the reactor building and turbine building cranes.

During the NRC's Post-Approval License Renewal Inspection (Reference 2), it became apparent that the wording of the commitment was not specific regarding usage. To resolve any ambiguity, Commitment 22 has been revised in accordance with 10 CFR 50.59 and the DAEC's commitment control procedure.

The enclosure to this letter provides information regarding the commitment change.

Revision to License Renewal Commitment 22 Regarding the Inspection of Overhead Heavy Load and Light Load (Related to Refueling) Handling Systems Program Wording of Commitment 22 in NUREG-1955:

Wording of Revised Commitment 22:

Enhance procedures to record over-capacity lifts for the reactor building and turbine building cranes.

Discussion of Commitment Change:

Commitment 22 is included in the DAEC Updated Final Safety Analysis Report (UFSAR). The commitment change therefore resulted in an UFSAR change, which was processed in accordance with 10 CFR 50.59.

The commitment change clarifies the meaning of crane "usage" in the context of Commitment 22. Commitment 22 was made to enhance procedures to record the usage of the reactor building and turbine building cranes, but the wording of the commitment was not clear as to whether "usage" meant "all" lifts or only over-capacity lifts (defined as any lift of load from greater than 100% to 125% of rated design). The DAEC's intent had been to record over-capacity lifts.

In addition, NUREG-1955, DAEC License Renewal Safety Evaluation Report (SER) states that the Staff, during its audit, reviewed the program basis document and noted that the procedures for tracking and recording the usage of the reactor building and turbine building cranes would be established as an enhancement to its program and that both of these cranes have been designed to allow a limited number of lifts at 125 percent of the rated capacity, and thus the operational usage of these systems needs to be recorded to ensure that the cranes remain within their design basis during the period of extended operation.
