January 3, 2014 U.S. Department of Homeland Security RegionV 536 South Clark Street, Floor 6 Chicago, IL 60605 Enclosed is the Emergency Operations Plan for the State of Minnesota (dated September 2013). Also included are copies of the Emergency Response Plans for the Counties of Sherburne (dated November 2013), Goodhue (dated October 2013), Wright (dated October 2013) and Dakota (dated November 2013). Sherburne and Wright Counties lie within the Monticello Nuclear Generating Plant's 10-mile Emergency Planning Zone, and Dakota and Goodhue Counties lie within the Prairie Island Nuclear Generating Plant's 1 0-mile Emergency Planning Zone.
We request that you review this material for conformity to Title 44, Code of Federal Regulations, Part 350, and the requirements in NUREG-0654. Please provide written comments regarding your review to FEMA, Region V, by February 10, 2014. Please retain the prior approved plan sections until all Regional Assistance Committee members have provided us with their review comments. At that time we will notifY you of our findings concerning final approval, and provide updating instructions.
