KEWAUNEE POWER STATION MASTER INSPECTION PLAN - CALENDAR YEAR 2014

Dear Mr. Heacock:

On May 31, 2013, the U.S. Nuclear Regulatory Commission (NRC) notified you that the NRC would cease to implement Inspection Manual Chapter (IMC) 0305, Operating Reactor Assessment Program, and IMC 2515, Light Water Reactor Inspection Program -

Operations Phase, at the Kewaunee Power Station and beginning June 1, 2013, the NRCs oversight of your licensed activities will be performed under IMC 2561, Decommissioning Power Reactor Inspection Program, dated April 14, 2013. In accordance with IMC 2561, Decommissioning Power Reactor Inspection Program, and Manual Chapter 2690, Inspection Program for Dry Cask Storage of Spent Reactor Fuel at Independent Spent Fuel Storage Installations (ISFSI) and for Title 10 of the Code of Federal Regulations (CFR)

Part 71 Transportation Packaging, the NRC Region III staff developed a Master Inspection Plan (MIP) for the Kewaunee Power Station for calendar year 2014. The inspection plan is based on your current performance and planned decommissioning activities for January through December 2014. The plan outlines how we intend to focus our regional inspection resources to provide oversight of decommissioning activities including a potential dry cask storage campaign.

The MIP is based, in part, on your proposed schedule of decommissioning activities for Calendar Year 2014. As a result, the plan and the focus of inspection activities may change to reflect decommissioning activities or your performance. In order to ensure that this MIP remains current, we request that you keep the NRC Region III Materials Control, ISFSI, and Decommissioning Branch (MCID) staff informed of any significant changes in your proposed schedule of decommissioning activities. You will be informed of any significant changes to our plans for inspections at the Kewaunee site.

Since the site initiated a transition to SAFSTOR in 2013, and those activities are slated to continue into 2014, the NRC regional office intends to perform approximately one onsite decommissioning safety inspection per month. Since there is potential for a dry cask storage campaign in 2014, the MIP also reflects our intended inspection scope for the campaign.

Finally, the region plans to conduct a follow up inspection to the White finding described in Inspection Report No. 05000305/2013008 in early 2014. The purpose of this inspection is to determine whether or not the root cause and contributing causes of risk significant performance issues are understood; the extent of condition and the extent of causes are identified; and the corrective actions are sufficient to prevent recurrence. Since the NRC is now providing oversight in accordance with IMC 2561, the NRC intends to perform this follow up inspection
